Its just so WWE can have it both ways, put Cena on top and push someone new to the "top". They're too scared to really take the risk of making Punk the guy, but they're catering to part of their audience by giving him the belt.
I get it, but its annoying.

If a feud is bigger than the belt, it deserves more attention than the belt. That's all there is to it. You go with what the crowd cares more about, which WWE is terrible at doing, so doing it in this case is an example of them acting sanely.

In all fairness, he still does main event house shows. But this is simply the WWE afraid of the 2nd hour ratings dropping so they save Cena for last.

If Punk gets drafted to Smackdown then the whole show would focus on him. On Smackdown he would be the number one face and the most over wrestler on the show. In fact the WWE can now depush or even release Randy Orton because Punk now has his role.

Punk did have several shows focused on him and Burials along with Nash made sure they sucked the life out of his heat.

They're damned if they do and they're damned if they don’t. If they give Lesnar/HHH/Rock/Cena the title then some people would complain that any of those are so big that they don't "need" the title. But then they'll complain when Lesnar/Cena or Rock/Cena before it overshadows the title feud. You can't have it both ways. And if anything, they're doing Punk a favor anyway. Most of his stuff when he's not been against Cena or HHH has drawn poorly on television. If he was WWE champion and the main focus of the show and his segments were doing so poorly they probaby would have switched the title months ago. But there's less pressure on him as long as some combination of Cena/Lesnar/Rock/HHH/Taker is there to carry the main segments.

"Mid Card Punk" is my name for this title reign, cuz while the matches are good, they NEVER close out a show. Add onto that, that Punk's barely had any real competition for the title outside of Jericho and Cena, so unless WWE (predictably) will try to make lightning strike twice with another summer of punk then he wont have any focused shows for a while.

Re: Not being enough of a draw, am I the only one who thinks that's kind of a self fulfilling prophecy? When you've had someone else pushed as the very top star for so long, there's probably not going to be immediate dividends business wise when you have someone else besides the guy who you've conditioned fans to see as the most important closing out the shows. Maybe Punk does take off, maybe he doesn't, but you won't find out if you're afraid to try and seriously commit to him (or any other World Champion not named Cena) being the focal point of the show with Cena as 1b for a prolonged period of time. Not just going back to your binky closing out the show at the first sign of trouble.
