I love that first scene with him and Max Shreck. "Hi, I'm Fred's hand. Like to meet ay other body parts? You flush it, I flaunt it.

Everything the Joker says in Batman '89 and Bruce Wayne when he says, "You wanna get nuts!? <Beatlejuice voice>Come on!!</Beatlejuice voice> Let's get nuts!"
Additionally there is Carl Grisom's "You're my number one guy," line but that may only be memorable because the Joker repeats in mockingly later.

The Dark Knight. "Why so serious," was practically meme at one point and really transcended the "geek," culture. No other Batman film has had that impact. The last Batman related media to do that was the 60's show. Batman DOMINATED pop culture in 1989. It was easily on par with The Dark Knight.

Returns is one that I can remember a lot of stuff from, although that might just be a reflection on how many times I've watched the damn thing rather than how quotable it is.

As far as quantity goes, toss-up between '89 and Batman & Robin.
Quality? '89 or Batman Begins. I especially liked this quick one at the end of the movie:
