Visually I always loved the look of the Tholians. Is a shame they didn't really get any spotlight till Enterprise.
I think the Cardassians produced the most interesting characters: Garak, Dukat, Tain, Damar, Madred, etc

Cardasians, Klingons, even the Jem'Hadar can be really interesting when there's an actual story about them.
In fact the only race-centric episodes that bug me are ones about Bajoran religion.

The Gorn were extremely interesting in the peripheral materials (i.e., the games and the books). Since they rarely appeared on the TV shows, I won't vote for them here (especially since my favorite race were the Ravens, which appeared in a single book and not on TV at all).
The Klingons are a complete mess. There are select Klingons that were tremendously interesting (Kor, Kolos, Worf, Martok, Gowron), but the species itself was not that interesting.
Essentially, the best race as presented on the show were the Cardassians. Can you name any Cardassian that was boring? Dukat? Awesome. Muldred? Awesome. Garak? Beyond awesome. Hell, even Damar, who I originally thought was as interesting as drying paint, turned out to be awesome when you took a good look at him.
Well, that all ignores the Q race, of course.

Yet more Cardassian love here, though I can name one boring Cardassian, the puppet ruler the Dominion put in place after Damar went rogue.
I love the Klingons, just because the race is so hypocritical, all the talk about honour etc. when they're underhanded 2 faced assholes with about 2 exceptions, Worf, who was raised by humans, and Martok. I find that hypocricy very interesting to see play out.

Definitely the Cardassians! They look cool, they're in the best stories and they gave some of the most awesome characters. I'm a big big fan of Garak, and Madred is totally scary!awesome (I got even more excited when I found out it was David Warner who played him). And there's heaps of others. They're the most consistently awesome race by far.

How can anyone forget the Orion Animal Women? As a Trekkie myself, I do have to add one fun little note: when TNG was in its first season the writers intended to introduce a new, evil race that would become the overarching menace of the series, and the first concept they came up with was The Ferengi, but after seeing the results of the episode that introduced them they decided they were just too comical. Then they came up with The Borg.
