"Stone Cold" Steve Austin
Lot's of what he did were "heel" actions but because he was the 'everyman' and got to kick his boss' ass like so many want to do he was an uber-face.
Even when he was supposed to be a "heel" he still got cheered.

I loved the Macho King (Man), regardless of him being a heel/face. I also loved that he kept some of his heelish ways when he was a face: commentator Randy would still hate on babyfaces that he had beef with while he was a heel. Randy would smack talk the Ultimate Warrior because he retired him. Great stuff.
I was never able to view the Mountie as a heel. I loved his promos & his over the top attitude.
Sid was another popular heel, (especially in the Northeast). Just a total badass predecessor to Austin. The crowd went freaking nuts for him when he eliminated Hogan from the 92 Rumble.

Heel Shawn. He was like a cartoon. Just supreme levels of jackass.
Ricardo Rodriguez. He just gets shit on by EVERYONE.
1996/1997 Stone Cold. That man was BAD. ASS.

Lita during both the Matt Hardy feud, and then the Kane storyline.
Matt came across as being a whiny, creepy and obsessive ex-boyfriend who was WAY too fixated on her. I remember him saying something like "Lita, you took away my dreams of having children" as if there were no other women in the world capable of bearing children.
As for Kane, he forced her to be with him and it was implied he basically raped her, so I don't see why it made her a heel when she eventually turned on him.

ECK, who could not love their goofy antics?! The answer? Casual fans. Angle always seemed to get a lot of hate amongst casual watchers I know, probably because he was portrayed as a goofy, geeky wimp.
Christian is usually always likeable as a heel apart from his heel run against Orton this year but he's getting back to being likeable again.
Jerry Lawler also deserves a shout out. Not for being likeable himself but his sympathetic commentary towards heels in the Attitude era always made me laugh. Ditto JBL. I love commentators that suck up to heels.

Mark Henry Sure, he's a thug who takes delight in injuring and attacking other wrestlers but just. . . look at him!

Booker T always looked like he had a blast out there, and never really seemed evil.

Kinda hard to not be able to like Roddy Piper; he was just so looney you had to like him. His interviews, his comic timing, the way he'd dress to rile up his opponent, even his wrestling was like watching an improv actor at his zaniest.
How he'd stand there, ball up his fists, and get ready to slug it out with a guy. Then, just drop his guard and poke his opponent in the eyes. The way he'd shake and beg off, asking for a time-out. And, naturally, the way he'd take a last shot from the good guy and fall like a tree onto his face.
(Watch the classic interview with Piper right after he won the NWA US title from Ric Flair. Look it up; it's one of the best interviews ever. Classic give and take interview by both men, with a sound story and a lot of laughs.)

Sometime when I was Miz I'm like "D'aaawww he's all mad. Silly Miz." Perhaps it helps that I'm a heterosexual female though, and I find him rather cute.
Beth Phoenix, for all of us who are sick of the crappy diva's division.
So many people loved Punk before he had fully transitioned to face. I remember one incident (I think the contract negotiation with McMahon) where the crowd absolutely loved the hell out of him, and then he threw out a hellish remark regarded how he felt about them. It normally would have gotten boos, but everyone loved all the other things he'd been saying so much that there was just dead silence in the crowd.

Bret Hart - I base this on the El Dandy promo alone.

CM Punk could've been the PG-Era's Stone Cold Steve Austin. He doesn't drink or do drugs and he's a total ass that tells it like it is. I don't understand how they could f*** all that up, but they practically did.

I don't think I can boo Scott Steiner, he's too much man and as a result funny to get booed lol, just an over the top badass who either f***s hot chicks or has roidrage attacks. His feud with Samoa Joe turned him face with the fans even though he was calling the face a fat, out of shape, half-breed bastard.
The Rock. Ask Toronto, he owned them bigtime and they still wanted to chant along his catchphrase, but he didn't allow them. His presence is too positive to work well as a heel imo. Again, like Steiner his verbal ownings are just so over the top you can't help but laugh.
Jericho as Y2J. Someone tell the guy to turn the charismatometer down (well he did in 2008), how can somebody possibly hate someone whose promos were comedy gold. He failed to make himself seem like a dick too imho.
Sheamus deserves a mention too, fella. You could just tell that the guy was born to be a face. His smirk, presence, the irish accent are all just way to "cool" or sympathic to get legit heat. He's much more over now than he ever was as a heel.

Not a wrestler, but I really liked Bobby Heenan. It's hard to hate somebody who cracks you up.

Would RVD during the Invasion angle count? Technically he was a heel just by association for being a member of the Alliance, but everything he did save for cheap shotting Jeff Hardy with a steel chair was completely face-ish.

Trish Stratus during 2004-2005. Sure, her character was a bitch, but she was so damn sexy portraying a heel. It's hard to hate her for it. Plus, she was right during her promo about Christy Hemme.

I agree with this for the most part--except during her feud with Lita when she said "You'll lose to me just like you lost your baby!" The crowd *really* didn't like that...it was an awesome heel promo.
