Lance Storm Storm was abosoulutly astounding in his role as WCW's "Bret Hart circa 1997" role. So I'll put my vote for him as well.

My vote goes to Essa Rios; when people talk about the great Light Heavyweights/Cruiserweights of the '90's, his name doesn't come up a lot, unless it's in regards to Lita. And his Moonsault was immaculate. You're right, I basically never hear about him on the Internet or anywhere but knew that he existed. Heck, Shawn Stasiak gets more mentions than Rios.

You must have misread the title, it's UNDER not OVER. 1. Who has done the least to ever get the biggest crowd reactions, not (always) through laziness but by knowing exactly what he needed to do to get over? Hulk Hogan. 2. Who is described as one of the worst wrestlers ever by shitloads of people simply because he doesn't have a good 'workrate'? Hulk Hogan. 3. Who actually has a much better workrate than he got credit for, as proven by matches with people who could stretch him (Brock, Kurt, Jericho, Rock, Inoki or virtually anyone in Japan)? 4. Who has been as ridiculously successful as a heel and a face while still barely being credited as a good wrestler? Hulk Hogan. Even if you discount some of that as not being related to wrestling, Hulk is still criminally underrated by 'real' wrestling fans, as is The Rock.

And his Moonsault was immaculate. This is very true, I completly forgot about him but he was a great talent. Hell he is still active now so Id love for him to have a return D Lo type return (but good, not that it was DLo's fault)

He's still not underrated just because some people on the internet dislike him (and I'm sure I've heard the internet be claimed as a tiny minority of wrestling fans).

out of this list, Tajiri & Jannetty, both phenomenal athletes, severely overlooded at times
everyone knows how great Malenko & Regal were/are

I'm surprised no-one has said X-Pac yet. The kid could go, and put on clinics as the 1-2-3 Kid. Even when he slowed down towards the end of his run in WWE, I can't remember him having a bad match.

I vote for Greg "The Hammer" Valentine. The man could flat out go. He could shine in a brawl or in a technical match. His promo work was better than he got credit for as well.
