If I'd told you CM Punk would come out to Cult Of Personality would you have believed me? Yes, because Cult of Personality makes for a much better entrance song, and all it took was snipping a small chunk of the intro and adding a static noise to transform it into a pop-generating entrance theme. The Final Countdown is widely remembered as a joke of a song, much in the same vein that Valkyries was remembered as "Kill The Wabbit". It worked in the indies because Bryan had kept with it and made it a thing to lead the crowd onthe top rope. It would not work today.

Plus, WWE might be thrilled with the fact that they helped that song jump up the charts on itunes after all those years. Or maybe Europe would see that, and not demand such a high licensing fee you know?

He doesn't want to use it and they're not likely to pay the licensing fee for a song that references his indie days anyways, much less so if he doesn't want it. There is the whole never-say-never aspect of it, but there's absolutely no reason to think that they'd do it unless it was to annoy him.
