Seriously, after browsing Mattel's website, I'm tempted to say that Rey Mysterio blows everyone else out of the water. By far. It's like 75% of the figures for sale there are Rey Mysterio.
He's almost too toygenic.

Probably John Cena, Taker, and Triple H (counting Jakks and Mattel figures). There's been a ton of Jeff Hardy figures over the years as well.

There were tons of awful Stone Cold figures. I didn't particularly like him, but still managed to get about 5 or 6 figures of him bundled with others.
Jeff Hardy seemingly had a figure for every hair colour, too, and that was before he was a main eventer.

HBK must be hovering near the top of the list as well. My sister used to collect wrestling figures and with Michaels being her favorite, she had an ungodly number of variants and recolors.

As of right now with mattel its CM Punk, Orton, Cena, Rey, and Taker Yep, although Orton seemingly gets packed four per case, because there are a shit ton of Orton's left constantly on the shelves. Especially Elite 12 Orton. That damn thing is a pegwarmer.

Definitely either Cena or Rey. I collected the Jakks figures and was frequently frustrated when a new series would contain one of them over someone I needed to complete the roster.
Batista got quite a few as well, especially in 2007.
