I'm not saying Cena won't get another Heavyweight title reign. He probably will. At least a few more anyways. But is he better than the belt now? I'm actually kinda liking Cena out of the current title picture for the time being, with Punk/Del Rio/Miz battling it out. Whether he's the champ or not, he's still the biggest star of the WWE. So, does he need the belt anymore?

He doesnt need it but it makes little sense he would not be actively looking for it on the long run, you can tie him up in a few non title feuds for a while but his character is all about being WWE champion.

He doesn’t need it but it would be ridiculous to take him out of the title picture for too long.
He works every house show, Raw and PPV. He’s not a part time player like Undertaker is or Shawn Michaels was. If he’s the top star and he’s around every week it would devalue the title if it looks like he’s just like “oh well, I’ve been the champion enough, I don’t really care anymore.” And there’s only so many non-title feuds you could put him in anyway.

It should still be his kayfabe goal as long as he's fulltime.
Keeping him away from it from time to time just has to be creative.

He could be like Jericho, win a World Title every once in a while, but work the upper midcard most of the time. While this sounds like a good theory, Cena's main strength is not making his opponents look good. Not in a burial way, but Cena doesn't have the talent to get that extra oomph out of a match like Jericho does. If anything, the matches Cena performs have that same "status quo" feel where he has to be large and in charge at all times.

No. But the title needs him to hold it. Beating John Cena for the WWE title means a hell of a lot more than beating The Miz for it. The top guy in the business holding the title gives it more prestige. Being "better than the belt" is absurd.

Doesn't need it but it's fitting seeing him with it.
Much like Hogan, Austin and Rock before him.

Cena doesn't need it. Orton doesn't need it. Triple H sure as hell doesn't need it.
I mean, there were pretty good stretches of time that The Rock WASN'T WWF/E champion and he turned out fine.

No, he doesn't NEED the title, but he can still be a part of the title picture.
1) He's a multi-time champion, and, 2) Beating John Cena still means something to a heel wrestler's credibility.
Cena can be that last step before any heel gets a shot at the good-guy WWE Champion.
In the "old days", you always had that one guy who was the step before an eventual title match; in a way he was "protecting the champion" from the next killer heel. Bruno Sammartino had Gorilla Monsoon. Pedro Morales and Bob Backlund had Chief Jay Strongbow. Even Hulk Hogan had the Junkyard Dog.
Cena is imperative to the title picture. He doesn't have to be holding the actual belt to be a part of it. Randy Orton fits in this category as well.

Any time that Cena isn't holding the belt, whoever is always gets overshadowed by him anyway. Sheamus and Orton played second fiddle to Cena's feud with Nexus, Miz was an afterthought to Cena and Rock during the Wrestlemania build up, Del Rio felt the same going into EC, and this last Monday Punk had about ten minutes of airtime compared to a much larger portion of the show being about 'Will Cena get another title shot?'.
If Cena's always going to be portrayed as the most important person on the show, then he may as well be holding the belt (or at least feuding for the belt) just so there's no mistake that he IS the most important person on the show.

Cena's the biggest star in the company, but not even he's bigger than the WWE Title (no matter how the belt looks). It's no so much that he's become more important than it than he's become a benchmark. If you can pin Cena after hitting your finisher, you've made an impact.
Also, there's no reason Cena shouldn't be able to work the upper midcard the way HBK and Jericho did. It's his overpowered booking that might hinder that, not his performances.

His kayfabe reasoning could be that it is the only belt he's never held. It would elevate the IC belt, and take Cena out of the World title scene at the same time.

Here's one thing I would really like to see.
John Cena and Zack Ryder become a regular tag team. Cena starts wearing the same color scheme as Ryder, switching to a purple & orange version of his 2002 trunks, color coordinated with his Cenation wristbands and hats.
Their tag team finisher would be a Cena setting up for the Rough Ryder either by lifting the opponent by the legs (ala the Hart Attack) or with an inverted atomic drop (if at all physically possible).

The show seems off to me when Cena's not the main focus of it in my opinion. Does that mean he needs a title? No, but he needs a big program.
