Well if we're going height , it's undeniably Rey Mysterio. The guys one the royal rumble , The WWE and World Heavyweight title despite being shorter then Manny Pacquio by four inches. I think the Spike comment was less height and always just how rail-skinny he looked. Granted, Rey was skinny in his youth but proportionately so; Spike looked like a junkie. yeah, I mean, his BILLED weight was 150(so in reality he probably as about 140-145). Rey is about the same height and easily has 20-30n on Spike. Yet, for his size and not being a high-flyer, he actually had a pretty successful career.

Shawn Michaels when he was in the Rockers was pretty puffy. Bret Hart pre-WWF before he started doing roids had a pretty average body as well.

Haystacks Calhoun. I almost said Yokozuna because he had a lot of success with such a massive amount of weight, but Haystacks was very successful too without the agility.

probably gonna get some flack here. But Owen was always quite puffy. Nah I can see where you're coming from. He wasn't 100% muscle, but at least he managed to make it look decent (the singlet helped). He and Edge seemed to share the same sort of physique. Anyways, I'd say Viscera/Mabel. He won one of the greatest non-championship honors despite being terribly, terribly obese.

I think Owen was one of the few wrestlers of his era who didn't use steroids, too. In the early 90s he was pretty cut (circa WM10).
And that pic of Lawler kind of proves my point. He looks soft.

Shane McMahon. Although he did bulk up towards the end of his run, I remember never believing half of the times he would kick out of pin attempts from his sheer scrawniness.

I don't know how much of it is Joe's Samoan-ness catching up with him, but seriously, dude used to have a neck. It was more injuries (and possibly discouragment from bad booking) that took a toll on his conditioning and transformed him into Stimpy. And the answer would have been Buck Dixon by default had he made it.
