I mean kayfabe. They are both on Raw, but are they Raw superstars? Could AJ in theory just decide to cancel their match at Summerslam or could she book HHH in a match next week vs someone if she wanted. Obviously, the COO I guess could fire her if he didn't want to do it and she tried to force him, but what about Brock? Couldn't she put him in a match vs Ryback if she wanted?

No
Triple H is the boss. And Brock Lesnar is technically not on the roster at all. He quit, and he's only back because HHH called him out. Lesnar WAS a RAW Superstar when he was feuding with Cena, but now he's just an outsider. Lesnar is not part of the WWE, and only shows up on WWE programming because Triple H allows it.

I guess that Triple H could overturn her decisions and Brock isn't supposed to be under contract, so she has no control over him. Although, she could probably organize some kind of contract signing or something.

I don't think so. In kayfabe Brock seems to be some super special fighter who will only compete against someone after he's contracted to do so by his legal representation (Heyman). I don't think he's a contracted member of either brand now.

What they've all said his kayfabe, if you use logic. use WWE logic and she can do whatever she wishes.
