My PC is a little over 10 years old. I'm running Windows XP Professional with Service Pack 3 installed. Intel Pentium 4 processor and 512 MB of RAM.
I want to get Photoshop, but I'm fairly certain that the newest version won't run well (or at all) on this machine. I'm not experienced with it at all so I really doubt I would need or even use most of the editing tools. I'm just wanting to make some stupid pictures, most of which will probably end up on here. With that said, what would be the best version to use on this PC?

Have you tried GIMP, a free alternative?

GIMP is pretty rock solid and it is free.
