Yes, 'Pepe Sylvia' is 'Pennsylvania'.
That begs the question: Why are people spelling out 'Pennsylvania' on the envelopes they're sending?
I've come to the conclusion that the name of the company has the word 'Pennsylvania' in it (such as 'Pennsylvania Paper Company' or 'Pennsylvania Life Insurance').
Also, Carol in HR is Charlie misreading his own name. If you'll recall, earlier he said that he does several things with the mail: sorts it, burns it, or mails it back to himself.

Except Mac replies "Not only do all these people exist, but they've been asking for their mail all day!" That's a standard knee-jerk reaction though. He's basically saying, "You've lost it, dude. The people upstairs want their mail and you're burning mail that belongs to the employees." I didn't take that as him saying that Pepe or Carol existed. Mac's expression when hearing of Pepe Sylvia (one of confusion) explains this.
