I'm sorry if this isn't as current as it should be, but with some people talking about a possible stroyline involving Bret becoming GM of RAW, what was he like on the mic?
I starting watching WWF after his time (1999) and I never watched WCW. Could he cut a good promo, could he get the fans going?

He was ok, hes no Rock or anything but ok. He got better as the years went and what most believe he was alot more interesting on the mic in WCW.

He was ok but since the stroke, his voice has slowed down as is to be expected.

He wasn't a rapper or a jump around the ring speaker kind. More like If you hired him to talk at your school, and put him in a ring.

In my view his vocal abilties always let him down.
Backstage interviews would always be very dull when Hitman was in town.

"Who are you to doubt El Dandy?!" was a pretty good promo.
Unfortunately, he was more like Benoit and less like Storm when it came to mic skills. They were willing to do it, but they clearly didn't like it. They bot got comfortable over itme.
To compare, the best skits and promos Benoit has done as to be "beat my own time against OJ". That's pretty recent comparatively.
Lance Storm was no Rock, no Austin when it came to mic, but it was clear to me that he was comfortable to hold his own, if allowed.

Bret Hart cutting promos as a face was boring, but Bret Hart as a heel was different. He was much livelier, had some great insults and drew a lot of heat for his comments. Heel Bret was one of the best main event heels, ever, in my opinion.

Face Bret promos were basically Bret being "all about business". That was his character, so it worked, albeit not too excitedly.
Now, heel Bret was different; smarmy bastard, that one.

Bret was great on the mic as a heel but as a face he wasnt to great. Though his matches made up for any lack of mic skills anyways.

I've always said that 1997 Bret was the most believable heel ever on the mic. Just prior to his full fledged heel turn, when he shoved Vince McMahon down and swore several times on the USA network ("Frustrated isn't the God D*** word for it, this is bullS***), it was just plain awesome. And his first anti-American rant the day after Wrestlemania completely blurred the line between what was real and what wasn't.
As a face, I thought he was good, but as others have said, he was no Rock or anything like that. If he was involved in a meaningful feud like his one with Owen, he was really good because he seemed he was really being torn apart inside over the feud. The same could be said in his quest to win the WWF title back from Yokozuna. But if it was just a promo leading up to a Saturday morning match against Kwang, then no, there was nothing particualy special or entertaining about his promos.

His face promos were usually centered around taking pride in what he did, respect and honor. He wouldn't tear down his opponent verbally but instead tell them that they would find out why he was the Excellence of Execution. As a heel, I think he felt more free creatively and was just able to come up with some real stinging comments and really get the crowd's ire. What can't be argued though were that his promos never lacked credibility. It was always believable when would talk about his ring skills because he backed them up.
I have fond memories of his last WWE run from Nov 96-Nov 97. He came up with some great promos as a face or heel.
I remember some of his comments towards Stone Cold.
- "Madison Square Garden is not a church but it's holy ground and Steve Austin, I'm not greedy for money, I'm greedy for respect and when this match is over, you WILL respect me. This Sunday at Survivor Series, Steve Austin... Stone Cold... We'll see who kicks whose ass."
And man, did he have some words for HBK. I remember a face to face interview JR conducted between the both of them. One week prior, HBK talked about how some people like Bret hated him because he had long hair, piercings and posed in Playgirl. HBK said he would continue to do so "Wanna know why? Cause I can!" Anyway, Bret tears into HBK for about 5 minutes but I'll never forget his last line...
"Sooner or later, we're gonna get in the ring and I guarantee you that all the dancing in the world will not save you and I... WILL... KICK... YOUR... ASS! You wanna know why? Cause I can!"
Ah, good times. I love the Hitman.
