I realize they have Xplosion, but that's only broadcast on TV in limited US markets and internationally. I do wonder why they don't showcase it on their website...
Anyway, I've said elsewhere in this subforum that one of TNA's best accomplishments this year was that it finally put its foot down and said "Damnit, the World Title is our most important belt, and we're going to start booking around it like it REALLY is."
Lots of things have played into this, not the least of which was Bobby Roode's epic reign and Austin Aries' dramatic win over him. Adding to that are features such as the Destination X "yearly cash-in" option and the entire Bound For Glory Series.
These are all positive things. Given that TNA only gets about 90 minutes of TV time a week (not counting commercials), it needs to prioritize what it showcases, and the fact is that the guys they're mostly likely to feature heavily are the upper card, more familiar workers.
That said, it sucks to see the other divisions, long the lifeblood of TNA while it's World Title scene was kind of in the crapper, suffer for this decision. Zema Ion has shown a ton of promise as X-Champion, but he isn't featured heavily; Tessmacher has been a pleasant surprise in some ways, but again, limited time; the TV title fell off the face of the Earth, and the Tag straps have been secondary to #WTTCOTW's admittedly fantastic antics.
More than that, the chief issue is that the only feuds we get in the X, KO, Tag, and TV divisions are feuds between whomever's champ and whomever's #1 contender. Not much else.
Long term, this can be a problem; in fact, it's a problem that I've felt has plagued WWE for many, many years.
So let's say that TNA gets a second TV show, or at least starts showing Xplosion online more regularly, to a wider audience. How would you format it? Would it be set aside for certain divisions? Would it work in tandem with Impact, or would it be its own world? Hell, would it work like the infamous "Brand Split" concept?
Personal answer: I'd make it 90% exclusively a show for the X-Division and the Knockouts, primarily for non-title feuds and showcase matches. The champions and top contenders would get time on Impact, but Impact would mostly revolve around the World, Tag, and TV belts.

I second your thoughts. Make the second show a quasi-alternative featuring the specialty divisions with the more traditional stuff on Impact. If they were able to get enough guys to make the X-Divison worthwhile, the second program would be great for a stretch of specific matches at the start of the year. Like the BFG series for X-Division, except done as something like a Double Elimination Tournament to crown a number one contender to challenge at Victory Road.

-Format. 1 hour show. Mainly for people not featured regularly on impact. Also a way to ease in gutcheck winners- TNA Today(10 minutes). Opening Match.(5-10 Minutes) Spin Cycle(15 Minutes) Main Event(10 Minutes)
Leaves about 15 minutes for commercial.
-Sample show- TNA Today(with Christopher Daniels and Kazarian) Match 1: Kid Kash vs. Sam Shaw Spin Cycle(with James Storm, Ms. Tessmacher, Chavo and Hernandez)-All have big matches coming up. Main Event: Robbie E and Zema Ion vs. Kenny King and Sonjay Dutt
-Sample show 2- TNA Today(with Bully Ray) Match 1: Gail Kim vs. Taeler Hendrix Spin Cycle(with Jeff Hardy, Austin Aries, AJ Styles, Kurt Angle )-Again they all have big matches coming up. Main Event: Christopher Daniels vs. Mr. Anderson
-Sample show 3- TNA Today(with Mickie James)-Talking about her injury and what not. Match 1: Rob Van Damn vs. Gunner Spin Cycle(with Bobby Roode, Magnus, Tara, and Zema Ion)-Same deal as before, besides Ion but he'd eventually have something going on for BFG anyway. Main Event: Doug Williams vs. Chavo Guerrero

I would try to make it an extension of Impact with superstar features as said above. One of the segments I loved on Impact awhile back were the Rough Cuts segments, where you could build up guys with vingettes. They did a good job with the VKM feud and their contrast, great looks at Taylor Wilde, Roxxi, Matt Morgan and the histories of Beer Money in the company. They did have some bad ones, like Sojourner Bolt's love for Grape Drank and how she made sure to get it. But I loved those segments, and you take a guy like Gunner. What do we know about Gunner besides being "Mr. Intensity"? Or as joked here, "That guy" Gunner. How many people know he was an Iraq war veteran? And there still isn't much else on the guy, where he grew up, who he is, why he is the way he is. Something like a Rough Cuts segment on a show like that would be perfect.
Or Zema Ion. When I heard on the Art of Wrestling that his mom was a mail order bride, that blew me away. What a story, I mean, my goodness. I also like the idea of having one match with main event to semi main event level talent and also building one or two guys up with squash matches. Maybe a 3 or 4 match format with promos talking about the guys, and have it be simply an extension of Impact.

I'd probably do a WWF Superstars type of show. Squash matches, promos, build-up to Impact/PPV's, etc. Let Kenny King have a 3 minute squash win to showcase his moves and finisher, for example. Give Zema Ion mic time to build him up some more. Let the Pope rebuild some of his stock by having a convincing win or two. If they want to have at least one feature match, then let it be a mid-card vs. mid-card match (i.e. Chavo vs. Gunner or Madison vs. Rosita, etc). Feature the talent that doesn't get featured on Impact, and give them something to do so that when they do show up on Impact they will at least have been featured on the other show.

A one hour show on Sundays, that is just pure wrestling, and where they don't have to worry about ratings would be great.

Have the majority of the matches and angles feature the Knockouts, the X-Division and any other lower-card wrestlers that barely get used while dedicating a segment or two each week to give a main eventer some interview time to put over a feud/upcoming match.

I'd run it like WCW did with Thunder near the end.
A B-Show with some of the bigger names but never doing anything really of note. For example you might have Eric Young wrestle Kurt Angle on that show.
None of the massive names like Hogan, Sting ever appear and you only have 1-2 big name active talent on the card ever.
Continue storylines but not in a massive way. Maybe two guys feuding bump into eachother and have a tag match later. Nothing that will make people prefer the B-Show to the A-Show or see it as equal.
Recaps from iMPACT. A strong X-Division, Knockout Undercard with a couple big name active talents appearing would be the way I'd do it. Heavy hype for iMPACT throughout.
