Undertaker's in his prime and an evil scary heel again. Who would you put in his new Ministry?
For one of two top members, I'd have Rey Mysterio. Put him in black leather, fangs, keep his creepy contacts and have him in a creepy little gargoyle role. Lots of perching on the turnbuckles and glaring around. Maybe when he talks, he's cryptic and weird, like a gimpy little Boogeyman.
Still trying to think of a good second top guy and then a tag team.

I'd put Kane in there as one of the top guys. I'd take some inspiration from the WWE.com article with Tensai (albeit a bit rebranded) as well as Yoshi Tatsu. I'd put Paige in there to add a female edge. Finally, I think The Ascension would be perfect.

Repackaged Aksana as the "irresistable succubus" A "possessed" rey mysterio (u know what i mean, whatever gimmick theyd run in order to make him an evil heel, but not of his own choice/accord) And rey's tag partner= The Great Khali (think about it, taker does his evil magic stuff or whatever to convert khali... khali then becomes reys monster on figuartive leash... existing only to serve the beck and call of an evil rey mysterio....)

I wouldn't use Rey, he's too much of a "good guy".
Add Kane to replace Viscera and make the Usos the new Acolytes. If John Morrison was still around, he would have made a really cool dark Soothsayer kind of deal, but since he isn't I'll have Justin Gabriel as a "Fallen Angel" type deal, he'll replace Mideon. Bring up Kenneth Cameron, Connor O'Brien and Paige to replace The Brood.
If you want a manager, just bring Paul Bearer back again.

Leader- Undertaker
Modify his Ministry-era Undertaker attire; update it, keep the hood, retain the spikes he currently has. Change the music up, make it quiet and sinister. Doesn't talk or do promos anymore, more of a manipulator, in the shadows figure. When he does get physically involved, expect things to be brutal. Still wrestles only a handful of times a year but he's a bigger presence on the show.
Second In Command- Bray Wyatt
Retain the sinister preacher/cult leader persona; give him the urn and have him talk about how it gives him power and how he's a disciple, an apostle, for the Dead Man. Keep the Hawaiian shirt and fedora look. Utilize the same aggressive, manic wrestling style used when he debuted with the new gimmick; give him a submission finisher after he hits his current, spinning face buster one, maybe the gogaplata. Have him talk about his great strength, how he's acquainted with Death itself and make him invulnerable, unstoppable, preaching that he's seen the Other Side and that it's his mission to show it to the rest of the WWE Universe.
Tag Team- The Ascension Use them like the new Acolytes; same entrance. Replace the trunks with black leather pants and give them goth makeup. Change the finisher into a double chokeslam. Keep them silent and continue to have them attack their opponents after the match. Less selling, make them zombie-like in their ability to shrug off pain. Besides going after the tag belts, have Undertaker use them as his hit squad, attacking people backstage, interfering in matches, with Bray Wyatt directing traffic. Never explain with them, never have them talk.
Additional Member- Cody Rhodes
Modify the grotesque gimmick, give him face paint. Get over that he's seriously troubled now, mentally unstable. If Bray is a disciple spouting about how the Undertaker gives him power and the Ascension are silent assassins, Cody is the unhinged one that Undertaker cannot completely control. Cody's vicious, hitting the crossroads on the ramp and on steel chairs, kicking people square in the face, doing what he can to disfigure his opponents. Maybe retain the paper bag gimmick.
Diva (optional)- Paige
Optional because it might make the group too big. I'd give her a porcelain-like mask that she walks around in, removing it before matches. Make her Cody's lover and imply that they have a brutal, manipulating relationship. She's ultimately dedicated to the Undertaker which may put stress between Cody and the Undertaker. Largely keep what makes her effective; get her cradle ddt over. Keep the screaming. She's new, so I wouldn't change too much about her, just give her more of a direction.

Don't know how i overlooked the idea of Bray Wyett as a preacher-like mouthpeice, or Ascension as the tag. That'd good. Also, while I don't know if Kane could be dark enough (he was in his return but the fans love him so much he's moved back to tweener), but how good a storyline would it be to have Kane at odds with Taker and eventually break away for a Kane vs. Taker w/ Ministry fued. I also love irontyger's Cody Rhodes idea.

If always thought that WWE missed a trick not having a diva in the Ministry first time round.
The Undertaker comic introduced Jezebel, his long lost sister, and thus Kane's long lost sister as well. I always expected WWE to debut someone in that role

This thread makes me happy and sad. Happy to see such great ideas, but sad because this won't happen and that each of these wrestlers is probably going to get tied up in something lame.

Undertaker - The leader. A manager who just stands at ringside and stares at the opposition ominously. Also, he's mic'd up during matches like AW, but instead of being loud and obnoxious, he speaks in menacing riddles
Bray Wyatt - I'd put him in the preacher role as other's have stated.
Damien Sandow - He would share the preacher role. He claims that The Deadman and his Ministry are the only truly enlightened individuals in the world, and that the only way the misguided miscreants of the world will be saved is to turn to the dark side.
The Ascension - tag team, like the Acolytes
Justin Gabriel - the dark assassin. Basically Nexus/Corre Gabriel all over again.
Yoshi Tatsu - With mask/facepaint look
Alex Riley, Zack Ryder and Curt Hawkins - Good guys who reluctantly "sell their souls to the devil" thinking that it would help them be more successful. They start winning matches more often, but never celebrate because they hate themselves for "selling out". They're usually seen trailing behind the rest of the group hanging their heads down in guilt, and every gang attack they usually have this expression of "I'm sorry, I love you" as they beat down other faces. Eventually, they get frustrated with being used mainly as "Operation Human Shield" and break free a la The Brood.
Also, Down the line, the New Ministry would align with a Triple H led stable to form a new Corporate Ministry.
Triple H - The Higher Power. It fits in with his real life role as the future boss, and his backstage perception as being the ego-centric, power hungry "Great Burier".
Wade Barrett - HHH and Taker are Wade Barrett's "best customers" and they keep the English brawler "on retainer" to do their bidding.
Drew McIntyre - vicious and ambitious "The Game"-esque character.
The Miz - The company's media boy. Eventually is ousted from the group because his celebrity status gives him too much of a big head. He forms a New Union with the now free Riley and The Major Broskis.

We're all coming up with basically the same group members. Know what that means? It means that WWE could do this with ease and it would be awesome. Make it so....
