Promos aside, we know a heel is a heel because he takes shortcuts and resorts to illegal means to win -- pulling tights, foreign objects, Andre strangling his opponent with the singlet strap under the headlock, etc.
I can think of tons of examples of faces who used heel tactics -- HHH with the sledghammer, for instance -- but what about heels who didn't cheat.
Refresh my memory, but when Bret Hart was a heel in the U.S. and a face internationally, he didn't wrestle any differently when he crossed the borders, did he? I mean, he wrestled as a face but his character was able to get over as a heel in the U.S. because of his promos rather than for how he wrestled.
Are there other instances of heels who didn't resort to heel tactics in the ring?

First guy I think of when talking about clean wrestling. The Filthy Animals in WCW wrestled like faces even when they were heels. Lance Storm rarely cheated in matches. Matter of fact, he won more matches clean than most faces in WCW & ECW .

I'm not sure heel Orton's wrestling style is really different than face Orton, now that I think of it.

Austin Aries, AJ Styles, Samoa Joe.
All of those guys wrestle the same way wheter they are a face or a heel.

Most indy darlings won't change.
The stupidest thing in pro wrestling is when someone turns heel and still does high risk moves which the audience pops for, A high flying babyface turning heel should wrestle a mat style with very little high risk moves.
Like when Billy Kidman refused to do the Shooting Star Press years and years ago. He got heat because the fans wanted it and when he wouldn't do it, they got mad.

For women, Trish Stratus and Victoria never changed. Same finishers, same spots/moves etc... but I guess with women it isn't such a big deal?
Was Cena ever different as heel? I can't remember.
