...in his body? Cell's really not that big of a being where he can perfectly fit two averaged height cyborgs into his torso. Are they simply converted from solid matter into energy once absorbed? But then how is Cell able to regurgitate them back exactly how they were when struck in the stomach hard enough?

I believe it is something similar to Buu..they are shrunk once injested/absorbed and surpressed their lifeforce and once Cell expanded his external size 18 gained back her human size.

I'm wondering why 17 didn't fall out with 18. You can argue that he was "digested" since he was absorbed first but 18 was absorbed what, less than a couple hours afterwards (I mean real time, not DBZ time which was like 7 episodes, even then it's not that long).

How about this idea? Cell had enough strength to hold onto one of them still, and as 17 had been bonded with him longer it was easier to hold onto him.

How?
During development of Cell, Dr. Gero accidentally dropped in some Capsule Corp technology into Cell's tube, and Cell absorbed it.
Yes, Cell's insides are like those capsules.

Quantum physics? I could see an argument being made that they were broken down into subatomic particles and then split in half so that they weren't in a defined form. Then once they were expelled from Cell's body they would be defined again and joined once more.
If we assume that Cell was built using some sort of technology that allows him to convert what he absorbs into subatomic particles and then separate it, then it's technically feasible.
