Everyone's assumptions have been built around the idea that Rock is supposed to win the WWE title from Punk at the Royal Rumble.
Rocky announced that he's going to challenge for the title at the rumble, but WWE didn't say it would be against Punk and never said he would win. Everyone seems to assume that it's Punk drops the strap to Rock who drops the strap to Cena at WM. But it doesn't have to be that way.
What if Rock comes up short for some reason at the Rumble -- don't forget that WWE has been pretty good at swerving the smarks, like Cena beating Brock and all the threads about how Cena was 'obviously' going to take the title from Punk at NOC -- and the plan is to have him chase the belt, regardless of who is holding it, to WM?
Take the idea that it absolutely must be Rock beating Punk for the title at RR out of the equation and there are a lot of possibilities. Does that scenario have to be written in stone?

Rock/Ryback wouldn't work on so many levels. It would be crazy for WWE to put Ryback in a match like that where he's going to get booed out the building. Not right now when he's nowhere near established enough to deal with something like that.
Rock/Cena II is too big for the Royal Rumble. That rematch will be the main event of either a Wrestlemania or at least a Summerslam when it happens. It's not going to be playing second fiddle to the Royal Rumble match.
Rock/Punk, while obviously not 100% set it stone, I still believe will be the WWE title match at the Rumble. They set the match up in July. And I don't think they see it as a big enough match to headline Wrestlemania with so the Rumble I think is the only place for it to happen. That doesn't necessarily mean Punk holds the title until January though. I can easily see him losing to Ryback at Hell in a Cell then somehow stealing the title back before the Rumble. It's not like the length of Punk's reign is any great drawing card anyway. Rock/Punk will be sold on Rock winning the title for the first time in however many years, not Punk losing the title after holding it for a year.

Rock definitely isn't going to lose at both the RR _and_ at WM, so if they want to get the belt onto Rock without sacrificing Ryback, he's likely going to have to cost Ryback the belt himself at some point.
Unless they turn Cena. And they're not turning Cena.

I don't think it's guaranteed he's winning at RR. I just don't think they'll have him lose both of his upcoming matches. He's going 1-1. If he wins at RR, he loses at WM. If he loses at RR, he wins at WM (and isn't in a title match).

It's possible they could have Ryback win the belt at HiaC just for shock value. Hold the gold until TLC where he could drop the belt in a Triple Threat TLC match against Punk & Cena so he drops the belt but isn't pinned.
That way they could have the choice of putting the belt on Cena or Punk going to RR, simply on what they think is the better draw for the RR and better draw for WM.

I truly believe that CM Punk is carrying the title to WrestleMania and dropping it to Steve Austin. People might call me crazy, but I can't shake the feeling that it's going to happen.

Punk/Rock imho is gonna be both RR and WM matches, and Cena/Rock 2 will be Summerslam worthy.

It absolutely must be Cena or Punk FACING the Rock at Royal Rumble. This limits your options. No one else is worthy of the match as Sheamus has his own belt and they've moved Show very far away from Cena/Punk.
There's also the matter of whether or not Rock has creative control. Not that he should need to use it, logic would dictate who he should face, at least for RR.

This isn't the same WWE, and Rock, while likely willing to do just that, is at a whole different level now. WWE's all about mainstream appeal and acceptance these days. And I can see them thinking that putting the belt on Rock, who'll then go on talk shows and Access Hollywood and all that jazz as Champion, is the much better PR move. The end game is at WrestleMania for Rock, where he'll likely lose it to Cena, and then go back to promoting GI Joe and whatever his next project is thereafter. It's a short-term money business now, unfortunately. They'll go the route they think will get them the most press and buys the quickest.

Rock enters the Rumble at number 30 (maybe after an injury takes out one of the scheduled participants) at #30 and wins. Cena wins WHC from whoever Sheamus loses it to. Rock challenges Cena at WM. Punk goes on to face the Undertaker. Lesnar takes on Ryback.

The announcers would put over the benefits of coming in at 30, but nobody in that spot won until a few years ago.
