I'd prefer Dean Ambrose to Cesaro, it's a better fit. Cesaro's got his cheesy foreign heel schtick going and he's getting over a bit, with Brock and Punk they need more of a "wild card".
I've been excited about the possibility of a new Dangerous Alliance since Heyman came back.

Seriously though, there's tons of mileage you could get out of a Punk-led foursome of himself, The Rhodes Scholars (I refuse to include the "Team" part in the front), and Antonio Cesaro, with Brock Lesnar occasionally dropping in as secret weapon/destroyer of worlds.
But even though he's technically been a Heyman guy in the past, please no Big Show. Unless his only job is as bodyguard/enforcer. In which case, he might actually be ideal.

Cesaro could be helped with someone like Heyman. He's decent on the mic, but Heyman would be a much stronger mouthpiece. I would bring up Kassious Ohno with them as well. It would get the internet talking, but there's also logic behind it with the pasts of Ohno with Punk and Cesaro. Plus, I feel Heyman could put over KO's KO power really well. My guess is if they were to do a stable gimmick, Hell in a Cell would be the perfect place to do it.

Reprise the Dangerous Alliance.
Paul Heyman as himself. CM Punk as the Rick Rude 'centerpiece' of the group.. Antonio Cesaro and Kassius Ohno as the Arn/Bobby of the group. Brock Lesnar as 'The Cruncher' Larry Zbyszko. Dolph Ziggler as Steve Austin, perhaps? Beth Phoenix/Paige/Sara Del Rey as the Madusa of the group.

You could add in, Big Show - Paul Heyman guy, and could be their guy to go after the World Title. Rhodes Scholars - Their footing in the tag division. Eve - Their footing in the Divas division. You could add in Dolph, with his impending feud with Cena. But it would be a great moment for him to turn down the group and turn face. I can't think of anyone to go after the IC Title though. Eh, too many new guys who would be in a stable just to be in a stable. No thanks

I'd love to see Heyman front a stable of guys where the shtick is they're either better than what the establishment allows and are held back, or they just can't or won't work within the system. The people being underutilized.
People might laugh, but I think Kofi, turned heel, and repackaged, might be a good start. Let Heyman be the mouthpiece. And Natalya teased an alliance with Heyman on Twitter, which I'd love. She's better than everyone they have, and only gets used as enhancement. It's a crime.
Basically, I'd have his stable be like the old Wrestling stables, not so much the Horsemen. They'd all just be collectively represented by Heyman, who's their agent. They wouldn't have to be a true unit with each other.

So based only on guys currenlty on the main rosters I'd have.
Lesnar as the co-top guy who only appears part time. Punk as the other co-top guy who's there reguarly. Antonio Cesaro as the top prospect. Jack Swagger as another prospect. The Usos as the tag team.

This is all according to that Superluchas thing, so it could be easily bulls*** and I don't have the exact quotes but apparently Heyman recently pitched the idea of a stable of: CM Punk Brock Lesnar Antonio Cesaro Not sure how you can have a stable where one of the guys is only there like once a month, if that, but other than that issue... i'd mark. It would be a good test of Heyman's ability to get Cesaro over. Punk is already established and was before hooking up with Paulie, and Brock would be majorly over if Kofi and Hornswoggle were his mouthpieces. But Cesaro, who I like, is getting mild reactions (if any at all) and Heyman's presence might make a difference. If it didn't, we know Heyman's appeal is only to smarks who remember him from a different era.

I was going over who I think could make good Dangerous Alliance members, and I agree with the Punk/Ziggler/Ohno/Cesaro faction. I'd make Daniel Bryan the "Cruncher" of the group, and Natalya or Death Ray could make a good addition as the Madusa of the group. I almost want to say include them both.

They would come together on occasion but not constantly be in segments together, all be together for runins etc.

Barring the unforeseen, there has to be some kind of alliance between Punk and Lesnar whenever he returns because they share a manager.
If you wanna add the Kings as a tag team for the stable, cool, but I don't see how you can do it logically. People know who Antonio is, the arrogant European heel, but how do you slot Ohno in there right now in terms of a kayfabe perspective?

I'd actually sort of rather Lesnar not be involved, because if the plan is for HHH to get his win back, that means the stable would get completely lost in that story and instead of "everyone except Punk looks bad" it's "everyone except Lesnar looks bad". How I'd handle something like that is, on the assumption Lesnar/Hunter 2 is inevitable:
A group of people on the fringes (ie. NOT BIG SHOW) come in, shake things up and look threatening. HHH starts clashing with them as big mister business guy, but Heyman pulls some strings and has his other client, Lesnar, attack Trips, distracting him and letting the stable have, like, its own story. I really do think a Lesnar involvement would make such a stable more one-note and centered around one character than even New Nexus was.

What would be a GREAT dynamic, is if Steve Austin would be absolutely against doing anything against Heyman, because HE was the one to get him out of WCW, to establish the Stone Cold character, the WWE-ECW PPV involvement, where Paulie starts to enact his "spell" on Steve....but Punk starts his needling against Austin. Basically the HHH alliance with Edge and Christian, and Angle, where they drive HHH nuts......finally it comes to Heyman having to choose between his GREATEST find that he made a star, in Austin.....and the current "best in the world". If Heyman is directing something resembling that, it will be epic!
Wrestling, essentially, is a live action comic book to me.....establish your white meats, establish your villians, and stew your grays to pick a side. The conflict, even leading to face/face or heel/heel or gray rivalries sells the next show....the next comic.
