People might laugh, but I think Kofi, turned heel, and repackaged, might be a good start. Let Heyman be the mouthpiece. And Natalya teased an alliance with Heyman on Twitter, which I'd love. She's better than everyone they have, and only gets used as enhancement. It's a crime.
Basically, I'd have his stable be like the old Wrestling stables, not so much the Horsemen. They'd all just be collectively represented by Heyman, who's their agent. They wouldn't have to be a true unit with each other.
For heel alliances, the "we're being held back" sentiment is the sort of thing that should be mentioned only once, in a single promo. If they (and the announcers) harped on that, too many fans would sympathize with them, and they'd probably get cheered. It's the same reason why 3MB is already due for a face turn at this point, and why the original DX got so many face pops.
Heel stables should always convey the feeling that they've got the power, or at least that they're a gang of bullies. That's what worked about nWo, the Horsemen, Evolution and Nexus at their peak, they did bad things because they could get away with it. So unless the Heyman stable was eventually going to turn face, they'd have to represent a "new establishment" of sorts.
