Ratings are in the dumper for a variety of reasons, all of which have been discussed, but last Monday's low Raw had a lot to do with a presidential debate, a Monday Night Football matchup and a game to determine who would be playing in the World Series.
So Sunday night's PPV is going up against a World Series Game 4 as well as Sunday night football -- Denver vs. New Orleans isn't super maquee, but Sunday night draws much bigger ratings than Monday night and it's Peyton Manning vs. Drew Brees, two of the best QBs in the game in what could be an entertaining shootout.
Add in some recent all-time-non-holiday low Raw ratings, and that means fewer people who might buy the PPV haven't even seen the build-up and are thus less likely to punch the buy button.
If HiaC draws well, it means Ryback is a true star in the making and a big draw.
If HiaC is a buy-rate disaster, it's on Punk (g)

HIAC is free on Sky Sports as well, right? That's going to cut into the buys a bit. (Edit: Got my answer. ^)

150K seems kinda high if one of their biggest foreign buy sources is cut off.

As a point of comparison, the late October PPVs have drawn these figures from 2009 to 2011 (note: at that point in time Hell in a Cell was in early October and there would usually be a three week build between HiaC and the late October PPV):
Bragging Rights 2009: 181,000 Bragging Rights 2010: 137,000 Vengeance 2011: 121,000

the card is pretty terrible. When was the last time a Tag Team Championship match was likely to be the highlight of a PPV?
