Who has Jurisdiction for each belt?

Since the split is very, very, very relaxed, who actually makes matches for these belts is kinda blurry, but here's what I got so far. Feel free to add on or disagree.

WWE - Vince? Vickie? Vince gave the ultimatum to Punk in regards to Cena or Ryback. AJ wasn't involved at all in this one, but she did call the Summerslam/NOC main events. Vickie oddly doesn't seem to be concerned at all about the screwjob for the WWE title, but she did deny Heyman's request to stop the match. But so did Vince.

World Heavyweight - Booker T - The most obvious one. He makes the matches. Any official announcement will come from him, and has since he's been in charge.

Intercontinental - I have no idea. I can't remember who made Kofi the top contender or gave him the match on Main Event. Was it Booker?

United States - No idea again. Gabriel got his title match, I guess because Cesaro accepted his challenge. I can't even remember who gave Cesaro the shot against Santino.

Tag Team - I guess the RAW GM? AJ was behind the whole DB/Kane team, and gave them the title shot after PTP supposedly earned it on Smackdown.

Divas - Booker T. Made the Triple threat last week, and allowed Eve to get the title shot at Night of Champions. Nevermind the conflict of interest with the champion being his assistant.

Special Attraction Matches - The wrestlers. Lesnar will wrestle when he wants to. HHH will wrestle when he wants to. The Rock will wrestle when he wants to. He'll get a title shot too. The Undertaker will wrestle when he wants to. These select few usually just wrestle each other, so they're completely in charge. They are also allowed to borrow John Cena if they want.

Kofi goaded Miz into having a IC Title match and the IC and US titles are the only ones to be booked by the IWC (Invisible Wrestling Council).

The special attraction matches, on the other hand, are booked by no one (hell, no one knows who made Shawn Michaels the special ref at WM XXVIII).

The special attraction guys are just too badass so they can book whatever they want. Lesnar can go around breaking arms with no damns given. Sheamus would get fined for doing something like that.

The Undertaker and HHH especially.

Both The RAW GM and ultimately Vince hold authority over the WWE Championship. While HHH made the declaration for SmackDown and RAW Superstars to cross over, SmackDown Superstars such as Daniel Bryan must go through some sort of red tape or be approved by the RAW GM or someone of higher authority in order to be considered as a possible contender for the WWE Title

The SmackDown General Manager is in charge of the World Heavyweight Championship. While the World Champion appears on RAW on a regular basis and the RAW GM can book him in matches, the RAW authority figure can't force the World Heavyweight Champion to defend his title or name a #1 Contender. RAW Superstars must be approved by the SmackDown GM or a higher authority to compete for the World Title.

I believe that the Intercontinental Title is a RAW brand title and the United States Title is a SmackDown title, but the GMs collaborate and approve of contenders as they see fit.

The Divas Championship has been a dual branded title ever since it was unified with the Women's Title. I don't think the RAW or SmackDown GMs have more or less authority over it. It's just that the current Divas Champion just happens to be on the SD brand at the moment.

The Tag Titles are also officially dual branded, so the GMs share authority on it.

I'd like to think HBK just publicly declared himself the guest ref and since no one called him on it; it just kinda manifested it self into being so.

What bothers me about the US title is that it doesn't really count toward anything.

Officially, it's not a "third tier" belt (like the European Title), so it doesn't count toward a Grand Slam bid.

And it's not a "second tier" belt (like the IC title), so it doesn't count towards a Triple Crown bid, either.

imo, it shouldn't count towards anything. If the U.S. Title counted towards the Triple Crown, it would only perpetuate the whole issue of wrestlers :not being able to win one title, so they go after the other" issue that we've seen with the World Titles.
