It's a thing of the past because of the lack of a brand extension.
Right now, WWE developmental is stacked with talent, and I haven't watched much NXT lately, but basically, they seem to know what they're doing with hiring developmental talent (except for say, the divas, for the most part). So I feel the hiring process is in good hands at least.
In regards to the current roster, we have to look at who to release and why. Let's start with what I've been calling for. Divas liquidation.
-Aksana -Alicia Fox -Cameron (changing up Brodus Clay's gimmick) -Kaitlyn -Natalya (to be brought back after a break to refresh her) -Naomi (unless she shows some more stuff in the ring) -Rosa Mendes -Tamina Snuka
So, I keep around three. AJ, Eve and Layla. I'd call up one other person, Sofia Cortez would have been perfect, but they let her go. So for now, I might stick with the three of them. Maybe Paige, but she's still young.
Next, the male wrestlers. It's important to note that lower tier guys are needed. So, maybe JTG would be kept. However, some guys I'd get rid of would be:
-Alex Riley -Ezekiel Jackson -Great Khali (his knees are f***ed, seriously) -Jack Swagger -Ted Dibiase
So, Yoshi Tatsu and JTG would be my jobber to the star babyface and heel. I know, very racist, but I'm guessing Yoshi could get released or could prove to be better and be better used overtime, and be the next Okada.
I'd keep Mason Ryan. That hair keeps him. Miz I might let go, I feel they really crushed him in WWE this year, and his value is down. He does have the movie though. That's why I would get rid of Jack Swagger. His value is down. So that's my list. All the divas save three, and 5 male wrestlers.

I don't even know why firing Miz would even be considered.
Screw his win loss record. The PR work alone he does is worth it.

Alberto Del Rio: A total bust IMO. I think the guy is a great wrestler, but he just doesn't deserve the money he's paid. I wouldn't even stick him in the midcard since they've already been booking him there and it does no good. It also frees up the main event a little more.
Brodus Clay and his Funkadactyls: The novelty has worn off and no one cares anymore anyways.
Ezekial Jackson: Nothing novel about this guy. The only time he was interesting was when he was with THE Brian Kendrick and if he isn't going to fill a role like that, then time to say goodbye.
The Great Khali: It's not the fact that he's a terrible wrestler as much as it's he never amounts to much and doesn't wrestle on a regular basis. Get him on some sort of legend deal where they bring him in as they please, but he shouldn't be getting a salary as part time.
Hornswoggle: Not needed in any capacity.
Jack Swagger: Heatless heel that has been given too many chances and it just doesn't work. Time to move on.
Michael McGillicutty: Will never ever escape his father's shadow...isn't good enough to pass on just the name and might actually do good if he went over to Japan.
Ted Dibiase Jr.: See McGillicutty
Tensai: Will being released ruin the Tensai gimmick? Yes...it would. Adios, Albert!
Vickie Guerrero: I don't care about what heat she can garner...enough is enough. She's a poor heel that never has any repercussions since they just go ahead and have her always come out on top in some way. It's time to go...she's outstayed her welcome.
The World Heavyweight title: He's been around for over 10 years now, and while the first 3 were great, he's done nothing but flounder ever since he moved to SD in 2005. Even with working with guys like Punk and Edge, we knew by that point he was 2nd to the WWE title. And now, he's nothing more than a weird filter between the WWE and IC titles. He's no longer needed.
The Brand extension: Not that it technically exists, but any mention of "SD superstar" or brand marquees, there's no point anymore. Let's just call it one big roster. I think people will understand why Cena doesn't show up on SD.
MizTV: We don't need anymore talk shows, let alone crappy ones.

Can't think of anybody I'd cut from the current roster, though.

Some people in this thread are going overboard - the only people I'd get rid of are people who are doing nothing, and don't have the potential to do anything in the future. So for me, the only people I'd get rid of are:

Male Roster
Alberto Del Rio: Not worth the money and he’s bland as balls. Granted, some of that is creative’s fault but he’s not getting the desired reaction. My girlfriend often says ditch Del Rio and give Ricardo the gimmick, "nobody will notice and it'll be better".
Alex Riley: Don’t see a future for him. Post-Miz ruined him.
Camacho: Hunico doesn’t need a valet.
Curt Hawkins: Doesn’t really have much going for him, unless they pair him back up with Ryder.
Evan Bourne: Walking on thin ice as it is, and they’ve got the far superior Pac in NXT.
Ezekiel Jackson: Walking lump of nothing.
Great Khali: Giant, injured, walking lump of nothing.
Hornswoggle: Tiny lump of nothing.
Jack Swagger: Cut the losses and get rid of him. Too many chances and too many failures. Release him or r give us cocky Swagger back with the Soaring Eagle and the entrance fireworks.
JTG: Not the same since Cryme Tyme.
Mason Ryan: Didn’t really work out for him. Shame, but he’s surplus to requirements.
Michael McGillicutty: Can’t live up to his father’s name, despite not using it.
Randy Orton: On his final warning and in my opinion getting more and more stale every time he comes on the screen. Either freshen him up with a cocky heel turn or get rid. He doesn't deserve to main event anymore.
Ted DiBiase: Would benefit greatly from going back to Japan.
Yoshi Tatsu: An evil gimmick change and more screen time could work wonders for Yoshi, but as is, he’s out.
Divas
Aksana: I don’t see why she’s around to be honest.
Cameron: Ditch the funkadactyls, get Naomi wrestling and get rid of Cameron.
Disagrees
Kaitlyn: She should not be released. Easily the fastest improving diva in the division. You can tell she loves doing this and wants to get better and better. She's come a long way since NXT and under Sara Del Rey's training she could be the next diva star.
Kofi Kingston: The guy is over. He's good in the ring, can have some cracking matches and can talk better than people think. It's pretty much Randy's fault he's stuck in the midcard anyway.
Tensai: I blame creative for this one, not Tensai. They pulled back on the push too soon. Acknowledge his past properly, have him talk about how he changed in Japan and whatnot. Change his name to Saigai (Japanese for Natural Disaster) and play on how the Japanese called him it and he took it on.

Definitely wish them well in their future endeavours:
JTG - Creative's not had anything for him in a while Curt Hawkins - ditto
Evan Bourne - Too small, too injury-prone, too deep in Wellness doo-doo to make a real go of things.
Khali - Get him a Legends deal that essentially retires him; dust him off for international tours only
Rosa Mendes - adds nothing to Epico & Primo; useless in the ring
Hornswoggle - no reason left to keep him.
Randy Orton - *ducks* Seriously, he's on two strikes Wellness-wise and two strikes conduct-wise. He's had eight or nine years to smarten his ass up. The brass can't trust him near the titles and they've been short-selling him ever since he's got the full count. If he's not in TNA or gone from WWE by this time next year he'll be jobbing on NXT.
Alberto Del Rio - a lot of it's Creative's fault, but really, he's been shoved so far down our throats in the two years he's been there that we'll hacking up scarf fringe two years after he's gone. He's a rich heel; we get that. Creative seems to be afraid of having ADR garner cheap heat. He's a Mexican nobleman - really? Weren't they hung from bridges during Mexico's Civil War? Why not tell us where he got his money or how else he spends it? The thing is that the McMahons' politics have drastically weakened this guy's persona to the point where all he is is annoying.
Shit or get off the pot:
Ezekiel Jackson Mason Ryan
Two big guys who should be right in there with Big Show, Ryback, a healthy Mark Henry and an effective Brodus Clay. Ryan, in particular, should be on TV more often - look at that face! There are good ways to build these guys up - Ryback was a great example of how to do it. Either that or let us forget them and let them go.
Aksana - She works, surprisingly enough, as a valet/manager. She added that extra bit of Euro-snob to Cesaro for as long as she was there and could do the same for someone else. But that's really all she's useful for and the sooner she's either back in the corner or out the door the better.
Alicia Fox Natalya Tamina Snuka
The current Divas scene has been reduced to seven and, while I would scream for call-ups or invites to the indies or overseas, I would also push these three back into the mix and soon. Natalya, especially, is capable of pushing women's wrestling back to its peak in the 1990s. The shadow of Moolah's influence needs to fade away once and for all; the sooner we're treated to a 20-minute Broadway with fans on their feet at the end of it and two "Divas" in the middle of the ring, the better.
Santino Marella Zack Ryder Yoshi Tatsu Justin Gabriel Tyson Kidd - need pushes, either into the midcard or out the door. They're likable, passable to great in-ring performers and of value on the international tours. We would miss these guys were they to go.

Hawkins wasn't a prominent member of NXT Redemption and then on to RAW. Hawkins hasn't shown dedication by voluntarily going to developmental a few years ago. I am fairly certain that if Hawkins didn't have knee surgery a few weeks ago, he would be somewhere on TV. Probably in Drew's 3MB spot

You know what I love? People who complain about people complaining in a thread that was designed to complain about the product. But no...let's not do that. WWE is doing everything right. Let's not have any armchair production going on here, even if we attempt to make valid arguments for why we would release so and so. Apparently having a vicarious form of power in a management position is a negative thing and we shouldn't express any criticism, even if it in no way will effect what WWE does. Shame on us.
