it sure will be exciting to see Rock stomp back and forth in the ring wearing a t shirt with the sleeves cut off and calling everyone queers. With the title, it will add a whole other dimension

With the title, it will add a whole other dimension I'd much rather get that to than to hear Punk whine about "RESPECT!" in every sentence while Paul Heyman stands in the background and adds absolutely nothing. Personally I don't think 'deserve' comes into it at all. I never understand this. It's a business dedicated to making money, and the 'deserving' people are the ones who WWE thinks will help them achieve that. By that standard, The Rock is just as deserving as John Cena or CM Punk. I don't know if he'll get the title or not, but the sky won't fall if he does, and it wouldn't be a disrespect to anyone. All he'll do is drop it right back to either Cena or Punk within a couple months and life will go on.

Why are people thinking Rock winning is a formality? I see him losing with his eventual mania opponent being the one screwing him over. He won't be WWE Champion I don't think.

for me it's not at all a matter of "THIS BUSINESS" or whatever nonsense the locker room thinks, it's more "why would you put your top prize on a guy whose never there? and why hasn't he been seen once since he teased the match?" the guy never even once responded to Punk's complaints, and it was instead left to Cena and Vince who just come off as whiny blowhards because it has nothing to do with them and they have no credibility with the audience.

Once again, if - and as some have already said, it's a big "if" - Rock gets the title, then he'd have to have agreed to at least some, if not all, the obligations that'd come with being champion. Nobody would have given him the match otherwise (in reality or not). As far as why he's never there:
In a kayfabe sense, his match is for the Rumble. He has called out Punk at least once on Twitter to remind him that he's still coming for the belt, but there's no reason for him to show up on Raw if he's not going to be performing there or on the nearest pay-per-view. For that matter, he doesn't even know who he's facing yet. When we get closer to the show, we'll probably see more of Rock. Same as we did around WrestleMania time.
In a more reality-based sense, bringing Rock back to hype a match that's months away isn't necessary and only decreases the impact of when he appears when it actually matters. One of his strengths as a special attraction is how he's not overexposed like full-time guys are. Same reason why we don't see much of guys like Brock Lesnar, Undertaker, and Triple H until they actually need to be there.

He won't be WWE Champion I don't think. ^THAT Rock has alot on the preverbial plate in early 2013..the GI joe movie , now the hercules movie , and I am sure promotion for fast 6 will be starting or picking up and plus he has his own reality show. Just seems like way too much to put the title on him at the Rumble as there is no way WWE doesn't want to milk The Rock as wwe champion for everything it is worth , so I expect him to get screwed out of the title at the rumble and then get the title late summer early fall at earliest.

Having someone who has never won the title being the one to beat Punk at Mania would be a much smarter idea.
But no, let's give it to the Rock so he can drop it to Cena. That isnt completely anticlimactic or anything

I may be in the minority here, but I really can't see why people complain about The Rock not being around and then potentially winning the WWE Championship when he does return. Like it or not, he's WWE's biggest star ... by far. That's not a knock on Cena, Punk or Undertaker at all, but he is with the mainstream audience. Whether he's there or not for most of the year doesn't really matter. It's a similar sort of situation with Undertaker (for different reasons) but that doesn't mean his one match of the year should be downgraded. It's business.
What I'm trying to say is, it would make obvious financial sense for WWE to have him win the title again and win or defend it on their biggest event of the year. Personally, I think he'll win it at WrestleMania after somehow being screwed out of it at the Royal Rumble. It would be a huge "WrestleMania moment" and create an astronomical buyrate again, even if it is a bit predictable.
