Back in 2009 on RAW, a battle royal was held to determine a challenger for either the WWE or World Title. What made this battle royal different was that none of the participants (with the exception of Randy Orton who whined his way in) had held either of the top titles.
Ultimately, Sheamus won that battle royal and made his way into main event status by defeating John Cena for the WWE title.
Now in 2012 I decided to simulate another Breakthrough Battle Royal to see who the FAN thinks is worthy of a title shot.
Here's how it works. Above are all the WWE Superstars who have never held either the WWE or World Championships.
Note: Even superstars that are currently injured (like Evan Bourne) are participating. For purposes of the contest just assume that they are healthy.
Every day you select two superstars you want to eliminate. The superstar with the most votes is eliminated. The last superstar left standing is the winner.

Evan Bourne went after R-Truth, upset that Truth had replaced him as Kofi Kingston's partner. So he got really upset when Kofi made the save. While Evan shouted at Kofi, Truth grabbed him from behind and threw him over. Bourne held on to the ropes but then Truth dropkicked him off.
However, Bourne somehow landed on Lil' Jimmy. A distraught R-Truth jumped over the top rope to check on his friend, eliminating himself. While Jimmy turned out to be OK, Bourne laughed at Truth so Truth chased him back to the dressing room.
Now we are down to the Sweet 16. Who is the next superstar to go?
