Back in 2009 on RAW, a battle royal was held to determine a challenger for either the WWE or World Title. What made this battle royal different was that none of the participants (with the exception of Randy Orton who whined his way in) had held either of the top titles.
Ultimately, Sheamus won that battle royal and made his way into main event status by defeating John Cena for the WWE title.
Now in 2012 I decided to simulate another Breakthrough Battle Royal to see who the FAN thinks is worthy of a title shot.
Here's how it works. Above are all the WWE Superstars who have never held either the WWE or World Championships.
Note: Even superstars that are currently injured (like Evan Bourne) are participating. For purposes of the contest just assume that they are healthy.
Every day you select two superstars you want to eliminate. The superstar with the most votes is eliminated. The last superstar left standing is the winner.

Titus O'Neil thought that William Regal would be an easy target, but the wily veteran soon had Titus over the rope and was pushing him off the apron. Fortunately for Titus, his partner Darren Young jumped Regal from behind and tried to eliminate him. Titus slid back in under the bottom rope and went to help Young.
Unfortunately, Titus failed to notice that Regal had hooked Young's leg with his own. So when Titus flipped Regal out, he also eliminated his own partner much to his surprise (and Darren's anger.)
Now we are down to 14. Who is the next superstar to go?
