Change the main event Ryback vs Dolph Ziggler vs John Cena. Change the rule of the briefcase so that the holder can cash in at either the WWE Title or World Heavyweight.

Do it. Do it now.
John Cena doesn't need to challenge for the title right now. Go ahead and job Ziggler's briefcase to him, so he can become WHC and put together his half of the unification match at Mania.

They shouldn't have announced this. They should have just had Randy Orton punt him before his match with Ryback, forcing him to drop the WWW title the same way he dropped the WHC. I joke because I feel terrible for Punk.

Ryback wins at TLC and Ziggler cashes in right after. Ziggler wins a rematch the next night via shenanigans and faces Rock at the Rumble.
They could either have Rock win, or Ziggler keeps the title till Mania and faces Ryback (who wins the Rumble). Ryback/Ziggler, Rock/Cena II and maybe Punk/Taker at Mania if Punk is back by then.

If we weren't in the middle of the most historic title reign of the last two decades, I'd say vacate the championship and go in a different direction. But if Punk can be back in time for the Rumble, let him keep the title. Punk/Rock draws better than any other potential match they could throw out there other than Rock/Cena. That includes Rock/Big Show, Rock/Orton, Rock/Ziggler, Rock/Sheamus, etc.

If he was hurt worse than a scope, I'd laugh my ass off if Cena won the briefcase, and then they had a ladder match for the title.... Punk unleashes the goon squad on Ryback, and then.... *appledough!*.... Cena does the Edge on Kofi to Punk outside the ring, hands his briefcase to the ref and climbs up and gets the title. Then on Raw he acts like he won some kind of epic battle. complete with Lawler un-ironically acting like he really did.

CM PUNK SURGERY AND FUTURE UPDATE by Mike Johnson @ 4:08 PM on 12/4/2012 Dr. James Andrews scoped CM Punk's knee to repair a cartilage tear that was forcing Punk's knee to lock up today. While WWE blamed the injury on Ryback putting Punk through a table on Raw, the surgery was likely planned as Punk had been dealing with knee issues for several weeks. According to several WWE Creative sources, there are no plans being made to current WWE storylines, so it appears Punk will continue his storyline with Ryback, although the knee surgery will be written into it. While we haven't heard this 100%, the belief internally is Punk is still expected to wrestle at TLC. We shall see, but if that is the case, he is one tough SOB. Oh god, he IS turning into Cena. He's even developed similar healing powers.

If it turns out Punk can't work TLC, then I guess Creative is gonna have to get...uh...creative or something. Just don't put the belt on Ryback. Don't throw away his first title win like this when, if he stays over, he could get the Wrestlemania treatment in a year or two and become huge.
On the plus side, maybe Punk will get a sweet knee brace.

Heyman:
Ladies and gentlemen, my name is Paul Heyman, and I am the representative of your reigning, defending, WWE Champion, CM Punk. And I'm here to give you a little history lesson. Until CM Punk, the longest WWE title reign of the last 25 years belonged to one John Cena, and it was ended due to an injury. But CM Punk is no John Cena. He will not allow his history making accomplishment end like that. And so, with the blessing of the board of directors, I must inform you that CM Punk will be allowed to pick a surrogate to defend the WWE Championship while he recovers from what would be a career ending injury for most, but a minor setback for the longest reigning WWE Champion of the last quarter century.
Your Champion looked at everyone in the locker room, trying to decide on a worthy surrogate the defend the championship on his behalf. In a locker room filled with the best atheletes in the world today...none was worthy to carry CM Punk's bags, let alone HIS WWE Championship. So, together, we looked elsewhere. And now, please let me introduce to you the man who will defend the WWE Championship on CM Punk's behalf...

If Punk can't wrestle for now but WWE still thinks he'll be able to go at the Rumble, I can see them rebooking things so Punk holds onto the title but doesn't have any matches between now and then, like Shawn in '98 between the Rumble and Wrestlemania.
They can come up with some cheap heel explanation for how Vickie/Heyman strip Ryback of his TLC title shot, have Ryback decide to go after the Shield for revenge, and just have Punk cutting promos at the PPV and on RAW for the next few weeks. Hell, it could actually get him more heat than wrestling would, and Ryback doesn't have to go through the potential momentum-killer of failing to win the title for a third straight PPV.

(Albeit a very slow, limping walk.)

Hopefully Punk will keep hold of the belt and not wrestle...
he can come out on Raw every week in a wheel chair and do mic work flocked by Heyman and Shield in a similar fashion to Bret Hart and the Hart foundation during the attitude era early days

I'd actually prefer Heyman suggest that to Vickie, but Vickie decides that she gets to pick the surrogate, and she picks... Brad Maddox (thinking that since she hates Heyman and all, Maddox would be easy pickings for Ryback). Shield of course makes sure that Maddox wins. But when Punk's ready to go again, Maddox refuses to give up the belt (despite essentially being a joke character) and declares himself the legitimate champion.

(crazy guitar riff) When I was reading that I heard it in Heyman's voice and could imagine the segment itself. I am throwing money at my laptop screen but nothing is happening! I am pretty sure they have never done a surrogate champion storyline in wwe(?), but that is actually a perfect idea with the three perfect people to pull it off in Heyman/Punk/Brock! The amount of directions you could take the angle once Punk would come back is staggering, Punk vs Lesnar with Heyman in the middle of his two clients, Punk returns with him Lesnar and Heyman being on the same page making a Two Man Power trip like stable, Punk/Lesnar/Shield/Maddox stable, where would Rock fit into everything etc. And it would be a perfect interesting/original storyline to have on the road to Wrestlemania. I thought this was actually real until I seen crazy guitar riff. Great idea though. I'd actually prefer Heyman suggest that to Vickie, but Vickie decides that she gets to pick the surrogate, and she picks... Great work in this thread, if only WWE would do something like these ideas which I am 99.9999999999% sure they won't unfortunately

But that would possibly give us a main event of Ryback vs Maddox at the next PPV (which isn't going to do much for PPV buys) and potentially Maddox (or Ryback) vs the Rock at the Rumble. Which, again, isn't going to be much of a draw (beyond what a Rumble Match with the Rock wrestling would normally draw). If they used Lesnar, we'd get Ryback vs Lesnsar at the PPV (which would do decent buys from younger and older fans) and then probably Lesnar vs the Rock at the Rumble. That sets up either Rock or Lesnar vs the REAL WWE Champion, CM Punk at Wrestlemania.

Wouldn't be surprised if they start phasing him out of the main event scene after Mania. Give him a lighter schedule for a few months, and his 2 year deal is up in the summer anyway. Always the chance if he's burnt out that he pulls a Jericho and disappears for a few months to recharge and returns at the end of 2013 for a final run.
