Rock came back and main evented a Wrestlemania and beat the top guy and is probably gonna be champion next year. This seems normal because before he left he was a 7 time champion and Wrestlemania main eventer anyway.
Now my question is, say someone like Zack or Ted left and became huge film stars, say bigger than The Rock and they returned similar to how Rock did, would Vince push them to main event and championships based on their name alone, seeing as neither have really done much during their WWE career.

I don't think they'll be booked with the demi-god status that The Rockj currently enjoys
They'll probably be given a slow burning build similar to that of The Miz: kept in the midcard for years, yet they'll make sure he always has something to do, and he breaks into the main event years down the line.
Ryder, along with the rest of the Fake Soap Opera Name types are a bit iffy. Because WWE owns the Zack Ryder name, Matt Cardona would have to start over from scratch if he left the business. If he did become a huge star, and returned, most likely he would use his real name and "Zack Ryder" would be swept under the rug and only barely alluded to ala Albert. I don't see him leaving for Hollywood, but I do think that Matt could legit become a very prominent YouTube Partner if not for being bogged down by the WWE-trademarked Zack Ryder persona.

They wouldn't come back, so the point would be moot. The Rock is kind of a weird case where he's enough of a wrestling star to justify (financially) working here and there. Your examples would have to be nuts to do so, and would probably resent the company in the first place.

I don't think so.
The Rock is in a place where not only is he a movie star with the possibility of exposing WWE to a separate audience because of a successful career in films (same with Brock Lesnar, only except with films it's MMA), but he's a legitimate wrestling legend as well. Fans have no trouble buying Rock as a champion because he's accomplished so much in wrestling already - including WrestleMania main events, 7-time WWE Champion, etc. Modern wrestling fans will pay to see him because he's a well-known legend, older fans will pay to see him because he was huge in the Attitude Era, and a mainstream audience will be enticed into buying shows like WrestleMania because Rock has exposed wrestling to them.
If Zack Ryder were to become a movie star on the level of... say, Will Smith... and came back he'd get a very prominent spot on the show. But since that's only one audience, I think he'd be treated more like Snooki or Floyd Mayweather instead of The Rock.

If Ted or Zack came back I think they'd be booked like the Rock @ WM27. Big star whose presence is felt throughout the show. And because they were former pro-wrestlers it would also seem believable to see them wallop the top face/heel during an interference or post-match segment. I don't think they'd ever book them in a a match against their top guys or put them in the title hunt though.
