I've seen GIF's of this before, but I've no idea what it means, why he does it and when he did it. If it helps, it looks like he's just lost his mind.

This was from 2001 - the night after Survivor Series - when Flair returned and announced he was part-owner of the WWF.
It's some sort of old timey comedic way of signifying "Am I hearing this??" I think.

It was the RAW following Survivor Series 01 and the end of the inVasion, he was, as sole owner of WWE, about to award Angle the WWE Title when Ric Flair debuted and dropped the bombshell that Shane and Steph. were able to buy WCW and ECW by selling their 50% of WWE to him. It was just him selling the shock of the moment.

It's something Carol Burnett used to do on her 70's TV show. Maybe Vince was a fan?

I thought it was a nervous twitch that he sold very well. Vince always had a nack for doing funny stuff like this, my favorite would have to be his "git... GIT!" phrase he used once (to which, if anyone has a vid of it I'd be eternally greatful).
