Probably Vince McMahon. It's not something I really think of when I see him in the ring or outside of it. It's never really been mentioned and the only time I remember is when I'm thinking of how many bad Rumbles there have been.

Had to vote for Austin. Might seem odd, but when it comes to the 2001 Rumble, he really is forgettable for me. He came in last and won without really doing anything. Scotty 2 Hotty had a more memorable moment than Austin in that Rumble. The only reason I know it's him is that he was in the main event of Wrestlemania X7. If we were voting for overall storyline importance, it might be different, but in terms of the PPV itself...

The combing of rumble years makes my vote weird but Shawn Michaels won in 1996? Can't remember a thing about it That was his second. As you recall, him, Hogan, and Austin have won multiple Rumbles. It was after Michaels won this one - '96, that he went on to win the WWF Championship. Okay so I remember his 96 Mania main event and his 95 rumble but not the 96 rumble and 95 mainia title match

Diesel with the blonde silicone brigade (Pamela Anderson and Jenny McCarthy...and Sid) at ringside. 96 rumble I also cannot recall one bit (though at the time I was watching sporadically anyway), so there's another vote for HBK. Also gotta go with Studd and Hogan, namely because I didn't realize Hogan had won two rumbles in a row before Flair won it. Man, that makes Hogan's sore loser act on Sid in '92 seem even worse now, if that was even possible.

Whether they won the Mania match or not, some are just obvious to me based on how they won or what was happening during that time.
Cena's is easy to remember, that was a truly shocking Rumble comeback. Orton's is easy because of the Vince punt leading up to it. Same with Batistas or Reys or HHH's.
The only one I can't remember anything about the build that I was around for is ADRs.

Has to be Big John Studd I would say as literally nothing happened off the back of it. This was before the Wrestlemania title shot became the incentive to win, and the follow up from there at WM5 was Studd refereeing Roberts v Andre.
Hacksaw should be forgettable as not only was it only a 20 man rumble but also very little happened off the back of his win, but as it is the first ever Royal Rumble his win will always carry significance.
Lex Luger co-winning with Bret Hart it could be argued was ultimately pointless, but at least he did have a title match with Yokozuna at WM10 (albeit he lost and Bret went on to win the title that night).
The two Hogan wins were pretty pointless - especially 1990 as he was already the WWF champion going in. It would have made more sense from a booking perspective to have the Warrior win in 1990 but there you go. At least his 1991 win was building to a title shot against Slaughter at WM 7 although it was not a direct stipulation. Interesting tit bit about that Rumble, the original plan was for Andre the Giant to win it but his failing health precluded that from happening.
Mr McMahon's was memorable simply because Stone Cold didn't win, but it was rendered ultimately pointless by the way he surrendered his title shot. I have never been able to get my head around why he gave up the title shot BEFORE he lost the cage match to Austin at St Valentine's Day Massacre. Surely it would have made more sense to say the winner of that match gets the title shot at WM15 rather than giving it up prior to the match?
All the rest to me are memorable because they lead to a key Wrestlemania match - with 1992 the most memorable simply because it was for the WWF title.
