I made the mistake of reading the comments (ok, a big mistake) involving aid to the areas hit by Sandy. I don't want to get into the politics of it (of course) but the responses some people have to places hit by natural disasters. There are a lot of compassionate people but then there are those that are complete dicks about it.
You know the kind. Why should we give money to them? They should have had their property insured or prepared for this kind of thing? The states should be taking care of them with their money, not ours! Why do they keep living in an area that's prone to natural disasters? Maybe they're too stupid to move?
Ok...on those notes...insurance dicks a lot of people over. I've lived in the Florida Keys for going on 24 years now and I've been here through Andrew, Georges, Wilma a strengthening Katrina and their ilk. People have no idea how hard it is to get insurance to pay out the actual damage and not have them give you the run around. For Georges, the key I live on was basically ground zero. My grandfathers house was annihilated and our house was flooded, windows broken, our central air destroyed and the floors ruined.
The insurance didn't cover enough to completely let my grandfather rebuild and he still paid (and my family is still paying) tens of thousands of dollars to build a new house up to new standards. Our flood and wind insurances kept saying the other should pay for the flood damage (since wind blows the water up, yadayadayada) and we ended up with enough money to fix the central air and the broken window. The floors warped from flood water were never fixed until our new landlady bought the house and we continued renting from her.
As far as states helping out...a lot of states aren't like Florida where hurricanes are old hat by now. We have this shit down like clockwork. Different states have different disasters they're well prepared for. If the entire east or west coast was nailed by a tsunami...something I think NONE of us are prepared for...how are states supposed to be ready for that kind of devastation? Same with areas in New York and New Jersey? How often are they hit by hurricanes? They're mostly pushed back out to sea.
Where are we exactly supposed to live where natural disasters DON'T hit? Florida, Mexico and the east...sometimes west coast? Hurricanes. Midwest? Tornadoes. Northeast and Canada? Blizzards. California? Earthquakes. A lot of places with rivers can be flooded. What about forests and the such? Should we not live near them because of the slim chance of a wildfire from a lightning strike that could burn our house down?
The last example I have is from after Katrina hit NO. Our company was doing a company wide deal where a portion of every sale in every store one day was being sent to NO to help out. We were mentioning this to every table and I had one table mention they didn't care about NO and it was their own fault for not leaving. Really?
