In a way, Ziggler having the briefcase IS an issue. If he isn't cashing in, you have to find something else for him to do for Mania. If Ziggler is left off of the Mania card, it's way too obvious that he WILL show up and cash in. I'm not talking about him being on the card. I'm talking about the idea that he needs to fail his cash in because he's not good enough to be a World Champion. I agree, I don't really see anything that special about Ziggles. He needed Vicki to get over and needs AJ to stay over. He shouldn't be a world champion until he can prove that he doesn't need the briefcase or a manager/valet to get over.

seeing as it's looking like WM card is looking like the following:
Rock vs Cena / Rock vs Cena vs Punk
HHH vs Brock Lesnar
Kane vs Daniel Bryan
The Shield vs Ryback, Sheamus and Orton
Antonio Cesaro vs Miz
that leaves Del Rio defending against some combination of Big Show, Mark Henry (if he's back), Christian (if he's back) Jack Swagger, Jericho, Dolph Ziggler and Wade Barrett

Championship Scramble with Del Rio vs. Orton vs. Sheamus vs. Barrett vs. Big Show. Del Rio wins, but Ziggler comes in afterwards and cashes in his MITB to become champ. Yeah, I was thinking along the lines of a scramble match. I don't think there's enough room on the 'Mania card to give all these guys separate singles matches.

Considering how hard they're pushing del Rio as the new Latino hero, I don't see him dropping the title before Wrestlemania. They could have Ziggles cash in on him and make it a triple threat between them and the Elimination Chamber winner, but considering they're making a big deal out of the chamber being a #1 contender's match for the Wrestlemania WHC title shot, it feels like they're setting up a singles match.
I'm thinking del Rio vs. either Orton or Rey.

Considering how hard they're pushing del Rio as the new Latino hero, I don't see him dropping the title before Wrestlemania. If they did have him drop it so soon to the tired MITB heel cash-in I'd feel so bad for him. Other than his first 6 months and the past month or so he's been booked terribly. He should have beaten Edge at Wrestlemania 27 whether Edge was retiring or not. When he didn't it took a lot of the wind out of his sails. Then he wins the WWE title months later when he's nowhere near over enough for it only to drop it back to Cena a month later. Then he regains it only to drop it again a month later this time to Punk. Then he gets injured, comes back and jobs to Sheamus for what felt like half a year. Now he's finally gaining momentum after the face turn they'd be crazy to abort his title reign so quickly again unless they want to completely kill him for good.
