Aside from the obvious Sting, they could maybe do it to an AJ Styles or Samoa Joe if they ever signed with the WWE, and even that's a stretch.

The only person today that I can debuting in WWE and getting a title match from the gun is Sting, and even then that's highly unlikely.

If the WWE went in some odd directions and brought in a current UFC fighter for an angle leading up to one big ppv match I could see it happening.

Giant is a good example unless it has to be like his debut NIGHT not just his debut MATCH. Yeah, I was thinking in their debut match and not their debut appearance. Although I think a debut appearance COULD work (at least work as well as it being done in a debut match). For instance, if they ran hype videos of some MMA fighter who had a decent amount of mainstream exposure or a wrestler from the last boom period. Someone like Tito Ortiz when he was in his prime (not now) or Sting.

Had they signed Okada, they could've done it with him to mirror his rise in New Japan. I would love it, but that would NEVER happen. If Okada came to WWE he would probably be booked as someone's comedy sidekick. Staying in NJPW was the right move.

It could have worked with Kane, that's the only sort of situation where I can see it working.
You'd need somebody with a well established gimmick/mythology built over several years before creating a spin-off character for them to feud with. Even if WWE had the patience for that it would be tough as you couldn't create the same mystique today, if Kane debuted in today's environment people would have chanted Isaac Yankem at him like they did to Tensai, anybody that didn't know them would only have to look on youtube.
There's a slight chance Bray Wyatt could be used to launch such a character but it's highly unlikely.

I think it could work with a rookie. If they push it hard enough it'll work.
I personally would like to see the "last entrant of the rumble enters with no one else in the ring" winner happen first.

The only people it could have worked with in the past were Flair and mayyybe Goldberg or, if he was to compete in WWE, Great Muta. The only person it could work with now is Sting.

The only person in the industry as a full time worker that I could see this working... really, there is no one, now, who hasn't wrestled in WWF/E (as a full on roster member, not counting old Velocity or Jacked matches and the like). It could have been pulled off by Samoa Joe, had that worked out the way most had hoped when he debuted in TNA those years ago.
Now, it would have to be a celebrity or something... and a celebrity that has a real life reputation or credibility, meaning a jacked up athlete or a really popular former MMA fighter or a seriously imposing celebrity of some other type. It's still a risk, but a face with a name behind it would have a greater chance at getting over with WWE's largely casual wrestling audience than one of the indie heroes or a midcarder from TNA (because TNA still hasn't bred any legit homegrown superstars of the industry... could've been A.J., could've been Joe, hell, could've maybe even been Monty Brown).

i beleive Gail Kim did so on the divas side during her first run- won a battle royale i think it was for the belt.

It definitely would have to be a heel. I don't think a face would be able to gain enough popularity with the fans to allow them to believe that he can come in for his first match and win the WWE Title.
A heel needs to be hated enough by the fans so that he can get a lot of heat just by showing his face. I would say he needs to be built up for a good 5/6 months as a character beforehand, and I think it would help if he was involved in no physicality beforehand. His heat needs to be sufficient for fans to want to pay to see him get his ass kicked,
The title match itself has to be amazing. To make up for the fact that there's been no physicality from him in half a year, he really has to show everything he can do in the ring in this match. It needs to finish clean too, otherwise he'll be labelled a cheater, and then there'll be rematch after rematch with him continuing to get cheap victories. I think we've had enough of that lately.
I would also say the title reign has to be long, against legitimate top faces. He needs to be in the main event. If the reign isn't long enough, he'll slip right down the card and they'll need to start a push all over again (unless they just decide not to).
Could this work? I think it's possible. But they would need to have complete faith in him, both in the ring and on the mic, because they would basically be creating a main-eventer right off the bat. However, I don't think the WWE would have the patience to build someone up for 6 months without him having a match or getting any kind of pay-off.
So to answer (sorry about the essay answer btw), yes it COULD work, by I don't envisage WWE ever having the will or the patience to do so.

They could do something similar to what they did with Santino and just have the guy be an absolute machine instead of portraying him as a huge pussy.

This could have worked if it was someone from WCW and everyone knew who it was already. TNA guys it wouldn't work with because no-one watches TNA. With a brand new guy, no, terrible idea. Incredible devaluing of the title.
