I am talking guys that never one the WHC, or WWE Title.. Guys that floated the fine line between main event and put on some awesome matches in the mid car. The best mid carder would have to be able to wrestle, own the ring, and have great mic skills to boot. Also may or may not have been involved in really good story lines in their time in the company.

Your definition of mid carder is a little too narrow. There are guys who HAVE won the WHC and WWE titles who sure as hell aren't main eventers.
But I would say that the answer is probably either Curt Hennig or Jake Roberts. Hennig because he was the total package, and Roberts because he was arguably the greatest promo man of all time.

Honky Tonk Man. He got just as much heat from the crowds as the top faces would get pops. Put on excellent matches that really got the fans involved. IMO, he should have got a run with the winged-eagle title. Would have been a HUGE rub for who ever beat him for it.

He could have been IC champ but I don't think anything more than that. Rick Rude was the total package. The look, the charisma, the mic skills and the ring skills.

Probably Rick Rude or Curt Hennig. I really thought before Hogan lost the title to Warrior at Wrestlemania 6 that they would perhaps go for a Hogan vs Perfect program and give Curt the WWF Championship but alas, not the case. It would've been pretty good.

He was in a joke gimmick and the likes of Austin, Rock, HHH, Foley, Big Show, Kane, Angle and all the rest of the attitude stars were emerging plus there were still guys like Taker around and he hadn't really bothered the main event platform for five years. And even then he only got a glimpse of it through fortune of being someone's brother with angle being a 'brother vs brother' thing rather than any real 'you're a main event guy' push. With respect I think the only reason people ever put Owen Hart in the category as 'would be champion' is because of the accident. ... My vote goes for Mr Perfect. Best IC champ there ever was. He could talk. Wrestle. Had a great look. Great gimmick. He had more than many main eventers and world champions ever had.

I sometimes think it's a shame some people got world title runs. I think it shows booking inability to see or make a superstar without giving them the strap. The art of 'top midcarder' is completely lost. Guys who make or have made pretty run-of-the-mill world champions would be remembered far better (at least my be) if they had remained 'King of the midcards'.
My list includes: Angle Jericho Guerrero Bret
...to my mind if all would have 'peaked' at IC title level it would have not harmed their legacies. I enjoyed when the best wrestler was the top midcard guy and the top entertainer the figurehead and world champion. I liked how that worked. Somewhere along the line it became blurred
Not to say that not all figure heads cannot wrestle nor that no great wrestler should ever be world champ....but as a rule I think, generally, guys in this category make world class IC champions and pretty average world champions.
People/bookers just don't appreciate the midcard anymore and see it as a stepping stone rather than an art in itself. DiBiase was main eventing for a while - but a run with the IC belt would have done far more to cement his legacy than one with the world title.
Often it's a choice between memorable IC champ vs fairly forgettable world champ - and the mindset seems to be only world champs (these days) count. But I think you look back and I don't think Perfect will be considered any less than many world champs we've had over the last 25 years. On the contrary, save the elite few, he'll be remembered more fondly IMO.

Back in the '70s & '80s, you had many guys the WWF would rely on to be,
a) a big-name Superstar, to b) be used to put over the next big threat to the WWF title.
Kinda like the last wave of defense against the heel with momentum; The Guardian to the Throne. Names you can throw around: Chief Jay Strongbow, Gorilla Monsoon, Tito Santana. But, Junkyard Dog would be my pick. He was very popular with the fans (I'd wouldn't argue against how he was the second most-popular guy on the roster behind Hulk), he rarely lost on TV and credible enough to where beating him was a very big deal.
You weren't going to main event shows with JYD - or even put the title on him - but he was a very steady and reliable step below that level that people rallied behind and hoped would win.
(Jake Roberts is a close second, maybe Razor third. No Curt Hennig, he always seemed main-eventer to me.)
