I'll just mention The British Bulldog(s?) as nobody else has yet, although I'd put others like Jake Roberts ahead of him.
Damn it's a shame to see so many great wrestlers in this thread when these days any Swagger or Del Rio can win a world title.

Back in the '70s & '80s, you had many guys the WWF would rely on to be, a) a big-name Superstar, to b) be used to put over the next big threat to the WWF title. Kinda like the last wave of defense against the heel with momentum; The Guardian to the Throne. Names you can throw around: Chief Jay Strongbow, Gorilla Monsoon, Tito Santana. But, Junkyard Dog would be my pick. He was very popular with the fans (I'd wouldn't argue against how he was the second most-popular guy on the roster behind Hulk), he rarely lost on TV and credible enough to where beating him was a very big deal. You weren't going to main event shows with JYD - or even put the title on him - but he was a very steady and reliable step below that level that people rallied behind and hoped would win. (Jake Roberts is a close second, maybe Razor third. No Curt Hennig, he always seemed main-eventer to me.) Actually, JYD used to main event the B shows a lot during the first few years of Hulkamania so he might be disqualified from this poll.

You're going to DQ a lot of people if you remove B-and-C level shows. Even HTM and Hercules (whom you would never mistake as a top drawing main-eventer) main-evented shows like that.

I think this exposes the flaw in setting the criteria of 'midcard' as never having won a world title. This guy never won a world title but was a main eventer for about two years.

Entirely from personal opinion/fandom but to me these guys:
Razor Ramon Jake Roberts Mr. Perfect Billy Gunn The Mountie (this isn't a joke, I love/d the gimmick, but I'm aware it looks ridiculous written down so feel free to laugh)
I enjoy watching all of those guys so much that I'd feel comfortable seeing them in the main event of any show.

I'm with the crowd here: Hennig and Roberts.
Come to think of it, were there any matches or, better, feuds between them? I can't recall if they ever significantly worked together.
Razor Ramon is an honorable mention for me.

Tito Santana. He could get the crowd behind him whether he was fighting Iron Sheik, Greg Valentine, Ric Flair, Bezerker, or anyone else for that matter, and have great matches with all of them.

In terms of being with the company a long time and being used to fill a variety of niches at different times I'd say Mr. Perfect, Owen Hart, Hacksaw Jim Duggan, Tito Santana, and Greg Valentine would be the top 5.

Rob Van Dam was a great midcarder most of his WWE run. He did win the WWE title but it was 5 years in, it was short-lived, and he never sniffed the main event again. I think he could be an exception. I won't say he's the best but I'll throw him in the conversation.

Honky Tonk Man. He got just as much heat from the crowds as the top faces would get pops. Put on excellent matches that really got the fans involved. IMO, he should have got a run with the winged-eagle title. Would have been a HUGE rub for who ever beat him for it. Damn Hogan! Honky Tonk Man put on excellent matches? When?
