I like Heyman as a manager, he is a great throwback to guys like Bobby the Brain or Jimmy Hart. I was glad to see him renew his partnership with Lesnar, and I don't think anyone else could have helped Punk's heel turn as well as he did. I'm certainly hoping WWE will keep using him as an on-air manager, but if they do who should be he paired with next? Personally, after the job he did with Punk I am going to have to argue that if they ever do get around to turning Cena heel making Paul his manager would be a great way to help establish it. But that is just a "what if" scenario. In real terms, I could see Heyman managing Mark Henry. If Ryback goes full tilt heel I could perhaps see him as a Heyman protégé. I could perhaps even see Paul take on The Shield, even though it would arguable be pointless since they are already as over as heel's can get-but in a way that would just make it seem even more appropriate. And I could also perhaps see him with Wade Barrett, if Barrett ever gets back into the main event.

I think someone like Barrett or Ziggler would make sense, since Heyman always stays with champions who are solid wrestlers. He has a history with Big Show, and could be used to keep him fresh. Sheamus and Randy Orton are both in need of reboots. I think what would be best is if he went with a debuting guy from NXT. That person has instant heat since Heyman is in their corner, and they have ties to Lesnar and Punk to give them a solid push. Paul Heyman always has a contingency plan.

RVD if and when he returns. Other than that no one. Heyman is god and i don't want him wasted on someone who can talk for themselves like mark Henry or someone that i have no interest in seeing but will be forced to watch because he's associated with heyman.

He should pick an army of like 6 or 7 jobbers to prove that he can make absolutely anyone into a force to be feared. Like, the most jobbery of jobbers.
Ryder, 3MB, Alex Riley, Tyson Kidd and Justin Gabriel. Then he'd train them to face the shield.
And then they'd lose miserably. And he'd be like "...Oops."

If he manages anyone else it will probably be another friend of his, the whole reason he came back in the first place was at Brock's request and then he teamed up with his other buddy Punk.

It should be someone new, so Heyman can manage them from the start of their career. Kassius Ohno would be perfect.

I wouldn't mind seeing somebody like Mason Ryan get a decent push, with Heyman working the mic for him. It might be a little too similar to Lesnar though with him being another hoss-type guy.
A fresh tag team would be a good option too. And while I don't care for either of them whatsoever, two guys like Ryder and Riley might make for a decent addition to the division, especially when they eventually swap Kane/Bryan out again.

I'd say Orton, if the "Physically charismatic but mostly silent monter / Obnoxious heel mouthpiece" dynamic wasn't already what he has going with Lesnar.
So maybe a new guy they have a lot of faith in.
