I like it for Sheamus, hated it for Austin. And Austin did do things like dress up in a suit, and pretend to play corporate suck up and then attack him. And then there was the thing with Tyson where Tyson pretended to jopin DX but he was actually on Austin's side. All of that is totally different from anything Sheamus has been doing. Sheamus has been presented as a huge muscle-bound idiot who is a sore loser with a fondness for making cheesy "arse" jokes. Steve Austin actually had a nuanced character. He was a redneck with serious trust issues, who refused to change and become a corporate kiss-ass to his boss. why do you believe Sheamus actually gives a damn about his non-wrestling contests with Henry? He's got to care about the result to be a sort loser and I don't think he does.

The other issue is that, really, if they wanted Sheamus to basically be a jerk-who's-still-a-face, that'd be fine, so long as they actually presented him that way.
Instead he's presented as the total babyface, when it's blatantly not the case.
He doesn't have to be a heel, he can be a babyface who's also an unrepentant jerk, but you actually have to present him that way.
Plus, for all the talk of "getting so-and-so back for attacking him first", if a guy is a babyface you'd think he'd be more likely to try and give the heel his comeuppance via honorable, direct means. It's why you usually wait for the big ticket/PPV blowoff match for feuds like that, so fans will desperately want to see the face finally get the heel in a fair, one-on-one situation where he can at long last administer justice.
If you just keep having him one up the heel, why the hell should anybody care about their PPV match? Sheamus is already winning, and even if he loses at the PPV he's still managed to make Henry look like a dope repeatedly. The payoff isn't there.

He started as a heel and only became a face when he was the only guy to stand up to Henry during his first hall of pain run. Problem is they have too many guys that are almost heels or flip flop all the time.

Instead he's presented as the total babyface, when it's blatantly not the case. What does that even mean? Both Cole and JBL said Sheamus kinda had that ass whooping coming on RAW. Thats fine, because Sheamus isn't going to complain about it, he's just going to hurt Henry some more. "Presented as a babyface" just seems to mean Cole and maybe Lawler being on your side. So what? JBL usually sides with heels. Its not like everyone is falling over about how pure Sheamus is.

It means you have a character who absolutely does not behave like a face (he's downright repulsive in numerous ways, like the racist insults with Del Rio), but there is absolutely zero ambiguity in the way he's presented.
