UFC 206 will go Dec. 10 at the ACC in Toronto.
Could this be the return of GSP?

I'd assume he'd return at MSG/205 but since he has to take 4 months of USADA testing before he can fight again he will just miss that window so yeah 206 seems likely.

Don't think ufc will ever waive that for anyone no matter who comes back. I am not so sure about that. Lesnar wasn't the first guy to receive the exception despite the outcry against it. If the UFC never gave any exceptions, then they would always have to use an in-house fighter if someone withdrew from a fight at the last minute which greatly limits their match making abilities especially for lower card fights. There are benefits to being able to bring in a fighter from the independent circuit when needed without needing to wait four months. They probably won't issue them for higher profile fighters due to the backlash but nobody cares if a 5-2 guy comes in without USADA testing.

UFC didn't waive anything with Lesnar, USADA did and it's normal practice when pulling in replacement fighters from regional promotions 2. GSP flat out said when he announced that he had entered into testing, that due to how outspoken he's been about testing and PEDs it would seem very hypocritical of him to ask for the 4 month waiver
