I don't think Cena challenged him. Trips made the announcement that Cena never got his rematch clause after MITB and said they'd have a match on RAW and that Rey agreed to it.
Maybe Cena could have declined, but I don't think they even showed him react to it at all until the match.

Rey was trapped by the curse of facedom. If someone challenges you, then you must fight them that night becuase you're ready to fight the good fight against all comers and only a dastardly heel would try to beg off from accepting such a match. so once cena made the challenge Rey "had" to accept. that's why whenver a face challenges the heel to a fight "right here in <location>" the heel is always "ok we'll fight...but not tonight!" <crowd boos> Which, when you think about it, makes Cena the heel by proxy. Of course Rey wasn't gonna turn down the challenge - faces take on all comers, even if they're held together by bubblegum and Vegemite. Thus, insert a heel to challenge said babyface for the title mere minutes after them winning it. yeah that to me was probably the most out and out pure heel thing cena's done during his entire "half the crowd boos me anyway" timeframe. sure he's been a jerk other times before but that's dang gum stealin' a page right outta the heel handbook.
