They could easily play it like Bray is just using WWE as a platform to attract more followers, he has a captive audience every week and the more his family achieve the wider their reach becomes, using that logic there's no real endgame which could give the gimmick more longevity. It also makes more sense than how the likes of Jeff Jarrett used WWE to further other goals.
On NXT they've kept a certain mystique to them but that will be harder to pull off when they're on TV at least once a week. They already do a good job of showing the hold Bray has over his Harper and Rowan so I think they just need to add a ritualistic element to beat downs. They already dragged Oliver Grey around like prey so they could continue that, Harper and Rowan could beat somebody down and present them to Bray.

What do they do that is so scary? I keep seeing people say their vignettes are morbid/dark, but to me it just looks like hillbillies wearing some bunny masks and sitting in rocking chairs in the boonies.

Have them be a mix of The Ministry and the Straight Edge Society, and they will turn out okay.
Bray should cut continuous dark promos from his vignettes while one or both of his lackeys wrestle. Keep the sheep masks, and maybe do something creepy with their opponent while they're knocked out.

I dunno what, but IMO they need mood lighting of some kind.
Also, Bray should keep his rocking chair from NXT/The hype vids.

I would love to see 10 minutes every week dedicated to the "Believers in Bray Wyatt" where Bray Wyatt comes on and preaches about his saving grace in a old church revival style. Where a fake hotline flashes on screen that you can call to speak and donate and be saved. At the end of he segment The Wyatt family comes out and beats the devil out of Alex Riley..
Bray Wyatt will never need a belt because he has all the riches in the world through his family.,

If this group is really going to work, I don't think they should ever be chasing titles. From what I've seen in the vignettes, it just wouldn't suit them to be going after even the WWE title.
Give them some hidden motives that aren't revealed, have them turn down title matches, do something different with these guys. They've certainly got the potential to be something different in the WWE.

I'm not too worried about them. The S.E.S. got to be pretty damned dark, and that's when the PG thing was much more strict than it has been for the past couple of years.

I think it's the fact they are a cult. The fact that a single lunatic can indoctrinate others into their way of thinking. It's pretty creepy.

Not scary, but unsettling. I don't think they've ever been intended to be frightening.

I think whatever happens it's almost certain to enter to the hall of 'awesome vignettes that didn't really work as well in WWE' alongside Sean O'Haire and Muhammad Hassan.
I think the SES/Ministry way is the only way to go with it really. Take a down on his luck superstar and have him be brainwashed into believing Bray. I'm struggling to think of potential candidates though, Santino? Evan Bourne? I don't really know how versatile those guys are or whether they could pull it off.
The other way would be to have him indoctrinate people specific to the person he's fueding with. So if he's going up against Punk he reveals his new follower is Kassius Ohno, for example.
For me, I'd also have Bray almost never wrestle. Why bother when you have followers to do it for you?

I think they should be a sort of management force behind somebody before they debut in-ring. Getting hold of a midcard face and brainwashing them towards the top would be awesome.

Feuding with The Shield right away would be a mistake. That's what you build to. Throwing that out right away means there's no one for them to feud with afterward, because that's the big obvious thing everyone wants right now. Wait. Build up the anticipation.

It won't work. Like I've said before, it's a great gimmick for a small NXT arena where subtlety can be conveyed, but in the larger WWE arenas and on RAW with it's low-attention span crowds and "let's get to a commercial" production style, all of that will be lost. The scariness of the Wyatts will be lost as soon as WWE inevitably send Sheamus out there to kick one of them in the face with an "aren't I so clever" smirk afterwards, or even worse, Cena starts mocking Bray's shirt or hat or something like that.
