Just curious because I'm not that educated on the Development Territories apart from OVW and WCW's Powerplant. So I'm asking you all what was the best Development Territory ever?
I guess we can include schools that are affiliated with a major wrestling promotion also just to add a bit of depth to the debate
From my limited knowledge I'm going with the Powerplant. They produced Goldberg, Giant and guys like Kevin Nash and DDP allegedly had stints there. It also produced a lot of guys who had a ton of potential if WCW had managed to stick around. Guys like O'Haire, Palumbo, Mike Sanders, Lash Leroux, Elix Skipper, Kanyon etc etc
What do you guys think?

Not what you were asking at all, but ECW was the ultimate developmental territory when you really break it down.

Heartland in I believe the Cincy area did work for both WWE and WCW Power Pro I think it was did some work for WWE. Dory Funk ran his dojo in CT a few times for WWE. Deep South was there for WWE when they had an extremely stacked developmental system, though mismanagement ended up driving several from WWE and led to FCW which has become NXT.
The Wrestlefactory for Chikara has done wonders as well though it's hard to get into specifics without ruining gimmicks.

HWA was in Cincy and they got most of the WCW guys that weren't used in the InVasion (Dragons, Moore, Karagis, Lash, Kwee Wee, Elix, Kid Romeo) and a few others (Haas brothers, 3 Minute Warning)

I may be biased but I loved me some Power Pro. Even saw a live event in the town I was living, before they were the official developmental territory. Prince Albert, Crash Holly, a rejuvenated Michael P.S. Hayes & Pierre Oulette, Rikishi, Rico - not to even mention Kurt Angle. And think of the guys they had that didn't even make it. All I'll say is Derrick "HBK (Heart Break Klone)" King, a skinny black guy doing impersonation gimmicks - was hilarious.
