What a complete load of bullshit. That said, if it was true, which it is not, WWE would be the biggest failure as a turnover business ever. That would mean that since this is domestic U.S. ratings, that not even 1% of their "unique viewers" are paying for their product. Not even 1%. 99% of their entire viewing fanbase can't be bothered. It'd be the equivalent of a company bragging that millions and millions of people saw their commercial on the Super Bowl, yet no one buys the product they're selling at all. PPV is a pretty small part of their overall revenue. They make their $ from TV and content deals and to a lesser extent, live events and merch. True. (although the way it's currently structured, USA is reaping more reward than WWE). But WWE wants you to buy their shows. They use their television as an advertising tool to build their pay-per-views. 90% of their TV content last monday was a plug in some shape or form for Summer Slam. However, the vast majority of their fanbase doesn't buy ppvs, regardless of WWE's efforts. So they're failing on that front to convert these fair-weather viewers into actual paying customers.

So, when did WWE hire Scott Steiner to do these maths?
