Does he have any living relatives? Parents? Siblings? He should have let one of them cash the ticket so he could avoid this situation. There's a chance there that whoever he gave the ticket too could take the money and run... and then he'd be left with nothing instead of half Better that than giving half to her.

So, why did they drag their feet in actually getting divorced? Like, it sucks that the dude lost half his money but come on now. He had plenty of time to rectify this situation.

Piccolo captures the idea perfectly. He entered into a legal contract, understanding that it was intended to be for rich or for poor, for better or for worse, as long as they both shall live. He and his wife kind of, sort of, almost, but not quite, changed their minds and walked away from the contract. But the contract calls for all assets to be divided at its dissolution, not at whatever point that one of them retroactively decides is more advantageous. Of course he is legally required to give half of the winnings to his wife.
And if he gave the ticket away or donated the entire jackpot to charity, I'm 100% certain that the court decision would still leave him owing her half of the jackpot amount. He just wouldn't be able to afford it anymore, so he would most likely lose everything he owns.
If anything, I'm not convinced that he should have had to pay both sides' legal fees. However, since, legally speaking, she was just fighting for what she was owed, and he caused her to incur the legal fees by trying to shirk his obligation, I can see why the judge decided that way.
