This is bugging me. I know many ECW wrestlers went to WCW b/c of payment issues. Was Sabu one of them?

Yes, he had one TV match and Heyman filed suit because he had Sabu under contract when he jumped.

He had one PPV match as well, against "Mr. JL" Jerry Lynn. Pretty good match, actually. Sad his run was so short.

Halloween Havoc 95.
He had three matches in WCW. On the second Nitro vs. Alex Wright, vs. Mr. JL (w/ his uncle the Sheik who threw a fireball after the match) at HH95 and his final match against Disco Inferno on Nitro, where he used a table. All three of them were good 5-minute matches.
Sabu said he was getting paid the same as ECW so he "screwed them over" (in his own words) and went back.

Sabu talks about it on his DVD. They asked him how much money he wanted to be on that Nitro and he said he didn't want money, just to be put over. They said they had to pay him so he said "Okay, $500 then." Then he worked all those other matches without working out a contract and he said that WCW assumed he wanted $500 not just for that first night but for his whole run.
He was supposed to come back in 2000 when he walked out of ECW (for refusing to job to Super Crazy) but Heyman filed an injunction (i think?) and kept him off of TV.

Yeah, supposedly Sabu was going to return in 2000 teaming with "Nasty Boy" Brian Knobbs with Fit Finlay managing them. Since Sabu couldn't show, WCW decided to go with the next best thing... THE DOG.

I remember at one point, when he was set to return to WCW in early 2000, there were rumors going around that Bobby "The Brain" Heenan was going to manage him.

The story I always heard was that Sabu was forbidden to use the table, since that was his trademark and got him over big time so it was only logical of WCW to forbid him to do it. But he did it anyway so they fired him.
But the whole money thing does sound more believable.
