All of the advice in this thread is bullshit.
What you need to do is take him shopping. Then, after you have a decently varied selection picked out, have him try them all on and model them for you, all why you have "Walking on Sunshine" by Katrina and the Waves playing through the store's PA.
THAT is the only way to give a friend a makeover.

Another suggestion would be maybe encourage him to dress like someone he admires -- an actor or athlete or whoever. Most celebrities are really well put together -- no matter the affiliation -- and people often imitate looks to feel some synergy with celebrities.
