So I had an idea while watching Survivor Series that I think is where the angle should go. Be aware, I was there live so if this idea sucks a lot it's only because I've been poisoned by that show.
What if Cena became the new corporate champion of the Authority. Not in the way you're thinking though, it would be against his will. Steph and HHH would help Cena win matches and keep the title against his wishes, so he's stuck in a position of wanting to keep the championship and win matches but do it on his own. In essence he'd be feuding with the Authority while also being their handpicked champion. Fans who already boo him would keep booing him because his message and style of wrestling wouldn't change and the kids would boo him because he'd be booked in matches against other babyfaces and would win because of outside interference. At this point HHH and Stephanie are strong enough heels that they could turn Cena by joining forces with him.
To really make it work they would have to favor all heels other than Cena though so it's obvious that they aren't turning face. It would be brilliant because Cena would still want to be a good guy but the Authority wouldn't allow him to be. By proxy this might turn Orton face which isn't the best idea but for this I think it can happen.
It wouldn't even be a case of Cena being able to hurt HHH or Steph to get out because he's still "best for business." They can talk about how even though he might not like them he still sells tickets and puts on great matches and that he won't stop doing it because he can't help it. He needs to wrestle and needs to win matches because thats who he is, he wouldn't want to let the fans down by losing the title on purpose.

It's sort of similar to the "John Cena is forced to join Nexus" WWE did a while back, except that A: he has the title, and B: they'd actually go through with the idea of Cena doing heelish things as part of a heel group.
Personally, if/when Cena finally does turn heel, I want him to be the Big Bad, not Triple H or some other authority figure. He shouldn't be kowtowing to anyone, really (except to the fans, smarmily, trying to regain their support). I want it to be like what would happen in the comics if Superman turned evil and the rest of the (WWE) Universe realizes they're in big trouble.

I'd never waste a Cena heel turn on anything having to do with the "corrupt authority" trope.
