Because the clean finish didn't involve CM Punk and Daniel Bryan being co-holders of the unified title and spending the next 4 years both defending it against all comers AND each other. This really isn't fair at all. You can be unhappy with the outcome but enjoy the ride. It was a great match, but it was no DQ, and there was no interference whatsoever despite the Authority angle being riddled with interference previously. It just seemed like a letdown, and on other occasions when it should've been a genuinely clean finish - i.e. Bryan pinning Orton, not because it's Bryan, but because it was the logical progression of the storyline - there have been shenanigans and inconclusive endings.

I think some of the negative reaction here is due to the lack of negative reaction by the crowd. They weren't super-hot throughout the match, but I didn't hear one Daniel Bryan chant or anything like that, like some people here were hoping for.
EDIT: Of course I don't know exactly who holds certain opinions at certain times, but when the match was first announced there was a thread with a bunch of people expecting shenanigans and complaining about it in advance.

Man, I wanted shenanigans and plunder because that shit could've been funny.
Shenanigans with Cena the winner and aligning/not aligning with The Authority is slightly interesting, but it's Cena so it wouldn't be really.
Plunder with Orton the winner would be whatever. It's just over John Cena so nobody truly gives a shit and that keeps the doors open for Cena and Orton. Again.
I would've laughed my ass smooth off if Hunner screwed both of them and took the title for himself. Yes, it would've made for vile television but ever since I saw that as a story line in some random Smackdown game I don't care to remember, I totally want Hunner the GM Champion and him booking his own impossible matches and title shots.
Again, stupid for business like a few other things they do but at least I'd want to read about it.

There's another element at work here, IMO (and I'm not talking about everyone so please spare the broad-brush reactions):
There are some smarks who really get a thrill out of telling their mark/casual friends what's going to happen. Most of these people expected shenanigans or the belt-trading scenario. They didn't get that so ... WWE sucks and got it wrong.
Nobody likes getting swerved by an as-advertised finish less than an I-know-what's-going-to-happen smark.
I understand people who didn't want Cena-Orton Round 1,000, even though it hadn't been done in a few years. I don't understand people who have cried for unifying the championship and making the belt(s) more important reacting negatively -- even if it didn't involve who you wanted this time, presuming they keep the straps together it will make it mean more for Bryan or CM Punk or whoever it is you want to see win it when it happens for them down the road.
I personally liked the match OK, the handcuff/turnbuckle thing was well done, but I thought the match would have been much, much better if the belts had been hung another foot or so higher so they didn't have to stall. The low-hanging belt created the stalls or situations where someone had to no-sell to get back into the ring too quickly to make the save.
I attribute this to Randy Orton's clinical fear of taking a bump. I believe he would freak out at the idea of taking a drop from more than 4 feet up the ladder.

Because they put shenanigans were there didn't need on, and the one PPV that was begining for it, they left clean. This. Not only was it begging for it but they even teased it with the events that unfolded on Raw and by the reappearance of Vince. It leads to a situation where people are waiting for something to happen and when it doesn't it's leads to anti-climatic feeling of "Is that it?". I said in another thread that it's similar to HHH vs Orton at WM in a way, that should have been full on run-ins from multiple people too (Legacy, McMahons etc) but suffered from being a particularly underwhelming one-on-one match. I think there's also some people acting like shenanigans are an inherently bad thing when they're not, when done right they can really add to a match. Foley's and Eddie's first title win, Austin's heel turn, Dude Love vs Austin and Vince vs Shane were probably the high points of such matches but even things last The Shields debut were relatively well received, in addition you have examples like Punk countering Vince's actions during his big MitB win. Of course it's easy to forget that after the past few months where we've witnessed some of the worst uses of shenanigans, Big Show is either the big lug that stopped Bryan winning to stick to The Authority (that'll teach them?) or the idiot that allowed himself to be distracted for what seemed like an eternity by HHH waiting on the ramp doing...well nothing.

I didn't have a problem with it. We got the Unified Champion we were promised so I'm happy. The match was pretty meh, but it was hardly bad it was just solid, nothing more, nothing less - which I guess is disappointing for such a big match. But at no point during the build or the PPV did this feel like a big match at all. Not like how big Bryan/Cena seemed at Summerslam or Punk/Cena at MITB '11. It just felt like a B-PPV main event. Back to the main point though I wasn't bothered by the lack of shenanigans.

We are just back at where we were before the PPV. A shenanigan filled finished could have at least potentially shook things up so the next chapter in the story line didn't start the same as the one previous. We had a month of build purely just to say goodbye to the WHC belt, whilst in the long run it should make for a more prestigious belt it just doesn't feel like anything has changed just yet.
