Let's say the King of Kings had swooped in, with help from the Shield or Wyatts or Kane or whatever, and climbed to ladder to become the Champion of Champions. That seems to be what a lot of people wanted to happen (which is odd, but ...).
OK, where does it logically go from there?
You've got evil heel corporate authority champion Triple H now holding all the gold.
Does he order himself to defend it against Bryan or Punk? Why would he? Cena or Orton? Again, why would he?
In character, the logical thing would have been for him to award title shots to every low-level jobber on the roster and squash them like bugs and then celebrate like he had won the keys to the universe, bragging about how this once again proves that he is Best for Business.
That probably means Zack Ryder, among others.
If you wanted this outcome, where did you want to see it go? Would you honestly have been happy with something like I've described?

Months upon months of Pedigrees to virtually everyone before Cena got Vince on his side or won the Rumble and saved the day would be my guess.

Basically what you said, the only way a realistic threat would get a shot against him would be by winning the rumble. Naturally HHH tries and fails to use The Shield and Kane to stop them winning the rumble which also furthers The Shield/Authority break-up angles.
I'm sure HHH is capable of making a lesser star look like he has a change against him at the Rumble, he did with Maven and Taka (the rumble match should sell the PPV so it shouldn't matter to much business wise).
The only issue is what he does at The Elimination Chamber, maybe something with Kane where he thinks his puppet will agree to lose but instead rediscovers his monstrous side.
With The Shield breaking up, Orton on the outside due to the TLC betrayal and Kane back to his old self that leaves the rumble winner with a clear path to end this latest reign of terror and The Authority.
It's not something I wanted that to happen but it makes sense.

I don't think that anyone wanted it so much as they were resigned to that happening and some would cling to the Daniel Bryan beating HHH at WM idea.

I love the idea of Yoshi Tatsu and Ryder getting title matches and then randomly on a Raw Heath Slater and 3MB manage to fluke win and Heath Slater is Unified Champion.

Triple H playing the role of Mick Foley as TNA World Champion would be the most interesting & capable way to book the show I feel.
Have him not compete until Wrestlemania, after (as Bomber suggested) someone wins the Rumble, they take out The Shield/Kane, and then beat Triple H at 'Mania.
Honestly, I'd quite like that actually, but then again I would do ANYTHING to not have the World Champion of Unified WWEs not compete 4 times a month. It should be a PPV privilege to see the champion compete.

I would've actually liked to see that if it got low carders on TV, and if they actually got to have a minimum of 2-5 minutes of ring time with DA GAME where they could actually hit their spots and look good. Hell, HHH could've easily given one of those low carders a title shot at the Rumble PPV, since all the big stars would probably be in the Rumble match anyway.
