The Rock Bret Hart Shawn Michaels Mr Perfect Jeff Jarrett Goldust I really enjoyed Jarrett's runs with the belt, I thought he really suited it. Loved The Rock's run from December 1997 - August 1998. Notable exclusions include Triple H, enjoyed him winning it in 98 but got injured straight after, don't remember his 97 run outside of losing it, and Razor Ramon, again I enjoyed him winning it but can't remember him doing much with it. Yeah I just read the link in the OP and the guy put Razor in but only notes the matches where he lost the title.

1. Mr. Perfect - quite simply, he personified what the IC title used to be.
2. Razor Ramon - how many great matches did the guy have during his reigns?
3. Goldust - I loved his first reign from start to finish.
4. Owen Hart - his feud with Austin over the title was great.
5. Bret Hart - his two reigns brought some great matches, especially with HBK.
6. Shawn Michaels - say what you will about his attitude during this period, the matches were stellar.

He won it in a mess of way to win it against Rick Martel after Shawn Michaels was stripped of it. Then he had the ladder match with Shawn, which he won (with both men claiming rights to the title) and the first run is still counted from when he first beat Martel. Next he trade lost to Diesel before getting it back from him at Summerslam then did the same thing with Jeff Jarrett. Ramon's final run was after the infamous Dean Douglas incident, which wasn't long before his feud with Goldust started. Goldust would end the bad guy's final reign.

I hate to say the 90s. If your going to pick a 10 year period, I think from 86-95 would be the high point of the title.

I also feel it was still a pretty big deal, maybe until the late 90s, where it was hot potatoed to death. Although I will say Rock/HHH for the title was pretty good, I think the title lost something during the Ahmed, Goldust, Mero, Douglas period.

Honestly, I only stuck him on there because I needed a sixth and couldn't find anyone else who stood out other than maybe going with Chyna or Val Venis. I'm perfectly fine with the fact he had a title run.

Was a terrible IC-champ. After winning it from Owen at SummerSlam he had to forfeit it immidiately. Next win was also from Owen, at Survivor Series, but he only had the title for about a month, which was very forgettable. My picks: 1. Mr. Perfect 2. Bret Hart. 3. Razor Ramon 4. Jeff Jarrett (that's J-E-double F, ha-ha, J-A-double R, E-double T) 5. The Rock 6. Owen Hart

Perfect was the perfect IC champ. But sadly modern attitudes guarantees such a run of that calibre could never happen again. As soon as whomever it was got the strap, there'd be immediate calls upon threat of riot of him being pushed into the main event.
There's very little appreciation for a top-class midcarder. Even the phrase 'midcarder' or 'IC champ' are now shorthands for 'stepping stone' which is hugely disappointing. I miss the day where someone could be in the midcard, be IC champ and be awesome at it rather than seeing it as a rushed-way to get someone to a higher level they often aren't really suited for. Nobody thinks less of Perfect's legacy because he was never WWE champion. I'd like for that to be remembered sometimes. There exists a complete lack of appreciation for that position.
