Bo Dallas. Imo a new title should be created and handed to Bo with the idea that it was made "just for him". That way he can have his "undeserving champion" gimmick and the lower card guys can have a belt they have a realistic shot at winning.
I left Alex Riley off of my choices because he technically already IS part of the main roster. But he deserves a bigger push regardless.
